Wholesale exclusions of “Edit 3” subscribers.. Will Minister Belaribi intervene? – New Algeria

The “Adl” Agency excluded a significant number of new subscribers within the framework of the “Adl 3” housing program for vague reasons and justifications, without enabling them to submit appeals through the digital platform, considering that what was issued by the agency after a period of months of studying their files are nothing but decisions that lack accuracy and are not optimally studied, given the nature of the justifications it provided, which are inconsistent with the truth, appealing to the Minister of Housing, Urbanism and the City, Mohamed Tarek Belaribi, for the necessity of intervention. To do justice to them and find a solution to their situation, by reopening the appeals box on the platform in order to provide them with all the necessary documents and supporting documents, to ensure that they obtain housing supported by the Algerian state, within the framework of respect for transparency standards and applicable laws.
After a long waiting period that lasted for several weeks, under the pretext of a technical glitch in the platform that led to them not being able to complete the administrative procedures to pay for the first part of the “Edit 3” housing program, the subscribers of the housing program, which receives great attention and care from the President of the Republic, after responding to their files and previously filed appeals, faced a problem that undermined all their ambitions to obtain subsidized housing that befits their aspirations, and pulls them out of the tunnel of crisis in which they have been floundering for many decades. According to many of the excluded subscribers, whose impressions were monitored by “elhiwar us”, they reported that they were excluded from “Edit 3” housing in mysterious circumstances, without relying on any proven facts, in parallel with the fact that they were also not able to submit appeals via the digital platform. Among them were those who indicated that the justification given to them was to include them in the national housing card on the basis of their possession of real estate and real estate property, in addition to the value of the wage that exceeds 120,000 Algerian dinars, which they denied in their entirety, stressing that this justification is baseless, as they had previously submitted all the documents confirming that they do not possess any real estate, in addition to proving the payslips that accurately show the value of their salaries, which absolutely amount to this large value.
Other subscribers also faced exclusion from this housing program for various reasons and justifications, while others were required to follow new procedures to complete the registration process, which enables them to pay the dues for the first part, as “Adal” sent notices recommending to them the necessity of uploading new files and documents in order to complete the process, including the honorary declaration, the salary statement, and others.
The subscribers who were excluded from the “Edit 3” program called for the necessity of working hard to find a solution to this difficult problem, which will affect a “critical and pivotal” stage of their lives, given that this program, which will not be repeated until many years have passed, would have enabled them to benefit from decent housing, extricating them from the injustice and crisis they have been experiencing for many decades, stressing in this regard that “the Minister of Housing, Urbanism, City and Urban Planning, Mohamed Tarek Belaribi, is invited to consider… We seriously address this problem, which has become an obstacle to a wide segment of Algerians benefiting from the housing program of the President of the Republic, Abdelmadjid Tebboune, who officially supervised its launch earlier, and stressed with great care the necessity of enabling all housing seekers who meet the legal conditions to obtain housing within the framework of the “Adjustment 3” program in all transparency and in accordance with applicable laws.
On July 5, 2024, Algeria launched the largest subscription process to benefit from state-subsidized housing, known as the “Adl” housing for rent formula, as thousands of Algerians eagerly awaited this opportunity to register in the Adl 3 housing program through the electronic platform designated for this housing program, in order to benefit from decent housing. On July 6, 2024, the National Agency for Housing Improvement and Development “Editl” revealed the method and steps for registering via the digital platform in the “Edit 3” program, in order to benefit from subsidized housing, noting that it is possible to register in the “Edit 3” program via the electronic website and application, via a computer or smartphone.
The Minister of Housing, Urbanism and the City, Mohamed Tarek Belaribi, confirmed, in mid-December, during his supervision of the launch signal for the completion of 20,000 housing units in the form of rental sale “edit 3” in the urban center of Sidi Helou in the province of Boumerdes, that the value of the first part was set at 343 thousand Algerian dinars for three-room residences, and 431 thousand and 500 Algerian dinars for four-room residences, adding “Under the directives of the President of the Republic, Abdelmadjid Tebboune, the Ministry of Housing, through the “Adl” agency, decided to allow those registered in Adl 3 to pay the first part in two stages for an estimated period of 3 months. The Minister of Housing also added that “dividing the first part into two installments applies to apartments with 3 rooms (F3) and 4 rooms (F4), and their goal is to facilitate and give those registered enough time to complete the payment process with ease.” In this context, the Minister revealed that “more than Of 50,000 thousand housing units in the form of sale for rent “edit 3” across the states of the country.
The “Adl” rental housing program in Algeria is a public housing formula supported by the state, consisting of a rental sale, with the possibility of the beneficiary owning it after a rental period lasting 25 years. It is specifically directed to a specific category of housing seekers, especially those with limited income, allowing them to obtain decent housing according to facilitating conditions and a limited salary, not less than 25 thousand Algerian dinars. The legal period for completing and handing over housing to its owners was set at 18 months, but several factors make the housing delivery process take much longer.
