“At the invitation of His Excellency Mr. Abdelmadjid Tebboune, President of the People’s Democratic Republic of Algeria, and within the framework of strengthening the bonds of historical and fraternal relations between the two countries, His Excellency Lieutenant General Abderrahmane Chiani, President of the Republic of Niger, Head of State, made a fraternal and working visit to Algeria on February 15 and 16, 2026. This visit symbolizes the common will of the leaders of the two countries to overcome circumstantial difficulties to preserve the model of their relations and face regional challenges together.

The two Presidents reaffirmed their adherence to the founding principles of their relations, which are respect for the sovereignty and territorial integrity of each country, non-interference in internal affairs, effective solidarity in the face of common threats, and their conviction that the future of the Sahel will be built by the countries of the region themselves, through local and comprehensive solutions. They strongly stressed that the common historical heritage, unified ambitions and aspirations, and unity of destiny in the face of regional challenges are factors that mobilize all Sahel and Sahara countries. They reiterated their rejection of any foreign interference in the affairs of the continent.

In light of the continuing terrorist threats and cross-border organized crime, the leaders of the two countries expressed their deep concern and stressed that the security of one is inseparable from the security of the other. In this spirit of active solidarity, they agreed to immediately reactivate the relevant Algerian-Nigerian mechanisms to intensify coordination in border control and coordinate strategies to combat terrorism and its associated scourges.

The two presidents decided to maintain diplomatic relations at the highest level. They agreed to reactivate bilateral cooperation mechanisms and hold a meeting of the Algerian-Nigerian Joint Higher Committee in Niamey before the end of the first half of 2026, as well as organize regular political and sectoral consultations.

The leaders of the two countries also agreed to expedite the completion and adoption of the agreements under study, which regulate cooperation between our two countries in various fields, including: geological and mineral research; Small and entrepreneurial enterprises; startups; Post and communications; digitization; culture; Youth and sports; And composition in all its aspects.

Recognizing the enormous potential of their economic exchanges, they agreed to accelerate the completion of the Trans-Saharan Road Project and other structural projects linking the two countries, especially the cross-border optical fiber connectivity project and the Trans-Saharan Gas Pipeline Project, and to develop energy cooperation in the fields of hydrocarbons and renewable energies, with special attention to the electrification of rural border areas. They committed to facilitating trade exchange by simplifying customs and administrative procedures and establishing organized border markets, encouraging cooperation projects in the agriculture, health and services sectors, and launching a joint study on the possibility of establishing an integrated border cooperation zone that enhances local development. Particular importance will be given to the completion of the trade corridor to enhance trade exchange between the two countries.

The leaders of the two countries expressed identical views on major regional and international issues. They called for finding an African political solution to the regional crises, and called for the restructuring of the regional security system. They called for reform of the international financial system to ensure fair access for African countries to climate and development finance. They expressed their solidarity with just causes, in accordance with international law and United Nations resolutions, and affirmed their support for initiatives aimed at enhancing stability and prosperity in the Sahel region.

The two presidents expressed their satisfaction with this historic visit, which opened a new era of confident, ambitious and forward-looking cooperation. They expressed their determination to meet regularly to evaluate the progress achieved and give irreversible momentum to rapprochement between the two brotherly peoples.

His Excellency Lieutenant General Abderrahmane Chiani extended his sincere thanks to his brother, His Excellency Mr. Abdelmadjid Tebboune, as well as to the Algerian people, for the warm, fraternal reception he and his accompanying delegation received. President Abderrahmane Chiani invited President Abdelmadjid Tebboune to pay a state visit to the Republic of Niger.
