
On Tuesday, the electronic registration process began to participate in the certificate-based employment competition for the rank of first professor in the three educational levels, for which more than 40,000 financial positions were allocated, distributed among 11,831 in primary, 18,929 in intermediate, and 9,740 in secondary, while the scoring standards approved in the competition were revealed.
Registration and filing of documents for the nomination file will be done electronically and exclusively on the digital platform of the National Office for Examinations and Competitions, via the link http://concours.onec.dz, according to a statement from the Ministry.
The source stated that after completing the study of all nomination files, the final lists of candidates accepted to participate in the competition will be announced. The last deadline for filing appeals has been set for February 9, 2026, that is, five working days before the interviews scheduled to begin starting from February 2, 2026. The Ministry also stressed the need for education directorates to reserve interview centers before January 20, 2026, to ensure that the process is organized in the best conditions, and that accepted candidates are summoned for interviews. Through the digital recruitment platform designated for this purpose, which enables them to view all information related to the location and date of the interview.
The Ministry stressed the importance of allocating a sufficient number of interview centers, taking care to prepare them and provide all necessary means to receive candidates and conduct interviews in appropriate, organized and transparent conditions, explaining that selection committees will be established by decision of the Director of Education immediately after opening registrations, and will consist of the Director of Education or his representative as chairperson, and two members belonging to a higher rank than the rank concerned with the competition.
A copy of the decision to appoint committee members, as well as the successor members, shall be communicated to the local public service departments within a maximum period of ten (10) days from the date of its signature, and in any case before February 9, 2026, to enable these departments to review it in a timely manner.
The interview is awarded 3 points, divided into: the ability to analyze and summarize, the ability to communicate, in addition to special qualifications.
The Ministry explained that the selection process is based primarily on assessing professional experience and the suitability of the candidate’s training qualifications with the requirements of the field or rank in question, according to objective and precise criteria.
In this context, the suitability of training qualifications is scored with a score ranging between 0 and 13 points distributed over two main axes. The first axis is the conformity of the degree specialization with the requirements of the rank, where the candidate is given a rating ranging between 0 and 6 points, and the candidates’ specializations in some subjects are arranged according to priority. The second axis relates to the path of study or training, and is scored from 0 to 7 points, depending on the general average obtained in all years of the academic or training path that culminates in the qualification or qualification. Certificate.
One point is awarded to the candidate whose overall GPA ranges between 10.50 and 10.99, two points to those whose GPA is between 11 and 11.99, and three points for a GPA between 12 and 12.99. Four points for a GPA between 13 and 13.99, five points for a GPA between 14 and 14.99, and six points for a GPA between 15 and 15.99, while 7 full points are awarded to each candidate whose overall GPA is equal to or greater than 16 out of 20.
The Ministry explained that graduates of specialized higher schools and national schools of higher education are given two additional points, while the top graduates of higher training institutions receive one additional point. As for those who hold a master’s degree, they are scored according to their academic grades as follows: 3.5 points for an acceptable rating, 4.5 points for a near good rating, 5.5 points for a good or honorable rating, and 7 points for a very good or very honorable rating.
Additional points are awarded for complementary training in the same specialty, with a maximum of two points, on the basis of 0.25 points for each academic semester or complementary training related to the tasks required for the rank. A maximum of one additional point is awarded for research or studies published in national or foreign specialized journals, at a rate of 0.5 points for each issue.
Professional experience also gives the candidate from 0 to 6 points, depending on the nature of the job and the place where the experience was gained, as follows: the same position or an equivalent position within the national education sector: 1 point for each year, up to 6 points, another public institution or administration at an equivalent level: 1 point for each year, up to 4 points, different positions within the sector: 1 point for each year, up to 3 points, other institutions or departments at a different level: 0.5 points for each year, up to 2 points, and private institutions of education: 0.5 points for each year, up to 2 points. Points are calculated on the basis of 0.5 points for each year since the date of obtaining the certificate, with a maximum of 5 points.
The Ministry confirms that these standards aim to ensure the credibility of the competition, and to select qualified academic and professional competencies in a fair and objective manner, taking into account the experience, academic excellence, and personal capabilities of the candidates.
