On Sunday, the President of the Republic, Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers, during which he gave instructions regarding several files such as the draft military judiciary law and presentations related to the follow-up of the completion of the mining railway project: the Bilad Al-Hadba-Oued El-Kebir – Annaba port line, agricultural mechanization, professional entry into the February 2026 session, as well as a status presentation on the first days of the holy month of Ramadan.
After presenting the agenda of the Council of Ministers, and the Prime Minister’s presentation of the government’s activity in the past two weeks, as well as the report containing the follow-up to the directives of the President of the Republic regarding the holy month, the President of the Republic gave the following orders, instructions and directives:
About the draft military justice law:
Following the presentation of the draft law by the Prime Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, and its discussion, the Council of Ministers approved the content of the draft law.
About agricultural mechanization:
The President of the Republic stressed the importance of field work and the immediate liberation of the agricultural sector from the bureaucratic tendency that seems so deeply rooted in it.
Establishing agricultural cooperatives affiliated with the “Agrodev” complex to undertake the rental of various agricultural machines for plowing, harvesting, and various agricultural services, in the states according to the cultivated areas.
These cooperatives are placed at the service of farmers, in all parts of the country, in order to raise the productivity of agricultural production.
The President of the Republic assigned the Prime Minister to supervise the development of a special law that would urgently frame and regulate these cooperatives.
The President warned that the installation of these cooperatives should take place no later than the end of next March, as the harvest season begins early in some regions of Algeria, especially southern Algeria.
It is necessary to purchase agricultural equipment from the Agrodev Group, which is qualified and available from local manufacturers of this type of equipment.
Regarding the presentation of the project to establish the International Philharmonic Orchestra of Algiers:
The President of the Republic appreciated the content of this integrated national artistic and cultural project, explaining that it is a project that fits within the context of the dynamic of comprehensive renewal in Algeria, and the revival of its role in revitalizing and reviving this Algerian music.
The President ordered the preparation of texts to revive the Algerian Opera House and its system.
The President of the Republic directed the gradual implementation of this ambitious project, by exploiting the artistic heritage, talents and elites from inside and outside the country in this specialty, which expresses the cultural face of Algeria.
It is necessary to build large exhibition halls (Zenit) that can accommodate more than 5 thousand people in the capital and major cities.
The President of the Republic ordered the resurrection and support of music institutes at the level of all municipalities of the country.
The President of the Republic directed the need to revive theatrical activity because of its role in revitalizing cultural life, considering theater is one of the pillars of soft power today.
Regarding professional entry for February 2026:
The President of the Republic directed the Minister of the Sector to create new divisions in high-level and complex specializations that include strategic sectors for the benefit of Algerian and African trainees.
The necessity of promoting the high level of training now guaranteed by vocational training institutions and centers in Algeria through the media.
On the progress of the completion of the mining railway project – Oued El Kebret – Annaba Port:
The President ordered the acceleration of the pace of completion, directing his instructions to the Minister of the Sector to follow up diligently and on the ground, and to strictly stand up for the implementation of this strategic project.
Individual appointments:
Today, the President of the Republic appointed Labou Mohamed Lamine as Governor of the Bank of Algeria.
The Cabinet meeting concluded with the approval of individual ceremonies that include appointments and termination of tasks in senior positions in the state.
