The text of the law includes provisions that consecrate the industrial character of cinema, and this is through the development and promotion of cultural industries, by attracting capital in this field, which in turn contributes to the creation of job positions, which is consistent with the optimal objectives of public policy from an economic standpoint and encourages investment in various vital sectors. Including the cinematographic industry.

The law itself included eight chapters distributed over 88 articles, where the first chapter related to general provisions, the second to the practice of activities related to the cinematographic industry, the third to visas, the fourth to the public registry of cinema, legal deposit and preservation of the cinematographic archive, the fifth to support the cinematographic industry, and the sixth to cinematographic professions and the ethics of cinematographic activity. The seventh examines violations and penalties, and the eighth examines transitional and final rulings.

The cinematographic industry law comes within the new economic approach to culture, which is based on developing and promoting cultural industries, including the cinematographic industry, which constitutes its main axis. This is done by providing all incentives to professionals, given that the cinematographic industry represents one of the tributaries of development through its contribution to creating wealth and Increase the country’s domestic product.

This law will repeal its previous counterpart No. 11-03 relating to cinema, which is in effect, noting that the implementing texts of the text of this law amount to 13 applied texts, and their preparation has been completed.

Members of the Culture, Media, Youth and Tourism Committee noted “the importance of this text in organizing the film sector and the cinematographic industry and making it play all the roles assigned to it,” “whether culturally through highlighting Algerian identity and originality,” as well as “creating cultural public opinion,” or “economically through investments.” expected in cinematic productions,” which would “effectively contribute to building the new Algeria, the foundations of which are laid by cinematography, Mr. President of the Republic.”

The Minister of Culture and Arts, Soria Moulouji, noted that this text comes within the framework of the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, issued by the Council of Ministers held on February 23, 2020, through which he called for the initiation of a review of the legislative and structural framework for the cinema sector in order to revive the cinematographic industry. , especially by “encouraging investment in this field” and “directing commercial cinema in a way that achieves Algeria’s global cultural radiance.”

The government representative added that the text of this law falls within the framework of the government’s action plan to enable the program of the President of the Republic, emerging from his 54 commitments, especially in the aspect related to promoting culture and cultural activities, including cinema.

Moulouji highlighted that this law “enters Algeria into a new phase of its cultural and artistic history, in which we envision a pioneering cinematic renaissance that keeps pace with the great challenges awaiting our country, the most important of which is the protection of the Algerian cultural identity, of which cinema is considered the tool capable of formulating, valuing, and developing it, and capable of achieving the cultural radiance of our country in Abroad, considering that cinematic diplomacy is one of the most powerful tools that countries employ to promote their culture and achieve their major strategic interests.”

She added that the law approved by the National Assembly today is “a new building block added to the great edifice that was established by the President of the Republic through his commitment to achieving sustainable development and ensuring a decent living for the people, and among these commitments is the revival of the cultural and cinematic industries in particular, by providing incentives and climate change.” This is appropriate for the benefit of producers, stimulating investment and liberalizing initiatives to make Algeria a pole for film production at the international and regional levels as well, and striving to create an environment conducive to the emergence and growth of artistic talent.”

The Minister indicated that this special attention to the cinematographic industry sector is “evidence of the position that this sector enjoys in the country’s development strategy, and the keenness to involve filmmakers, professionals and all those interested in enriching and crystallizing this legal text, which is the wise guidance that enabled us to formulate an integrated regulatory draft law.” “.
