The Minister of Justice, Keeper of the Seals, Lotfi Boudjemaa, confirmed that the text of the law relating to Algerian nationality aims to protect the nation’s sovereignty, stability and territorial integrity, by expanding the procedures for stripping it of nationality, even original ones, according to precisely defined conditions that include harming state institutions, national unity, the unity of the people, state stability, and symbols of the national liberation revolution, or openly carrying out anti-Algerian activities.
The Minister explained during his presentation on the text of the law related to nationality, in a public session chaired by the Speaker of the Council, Azouz Nasseri, on Tuesday, that these procedures include “loyalty to another country, performing services for another country, accepting money and benefits from another country with the aim of harming the interests of Algeria, or working with foreign military or security forces and providing assistance to them to harm Algeria, in addition to cooperating with a state or entity hostile to the homeland, assuming leadership of a terrorist or subversive organization, or propaganda for it.”
He continued, “The original nationality is not stripped unless the person concerned possesses another nationality, unless the matter is related to high treason, communicating with a foreign party, carrying weapons against Algeria, harming the nation’s unity and territorial integrity, as well as belonging in any capacity to terrorist entities and organizations and committing all acts targeting the security of the state.”
The Minister considered the President of the Republic’s initiative related to resolving the situation of Algerian youth who are outside the country and in fragile and illegal situations, as falling within his approach aimed at establishing a new Algeria based on non-exclusion and strengthening the cohesion of the social fabric.
Boudjemaa also highlighted that the issue of deprivation of nationality is already present in the law in force, but the text presented came with procedures to expand it in line with the developments taking place and to preserve public order, adding that these procedures carry an exceptional nature and are linked to the dangerous acts stipulated in the text.
For their part, Council members appreciated the text of the law, which aims to protect the nation’s sovereignty, unity, and institutions, considering that insulting the nation and threatening its stability is high treason that requires its perpetrators to be punished.
