The President of the Republic issues important decisions at the Council of Ministers meeting

The President of the Republic, Abdel Mahaid Tebboune, issued important decisions, on Sunday, while chairing the Council of Ministers meeting, where he ordered the Minister of Finance to prepare a project to raise the minimum wage and the unemployment grant, and he also approved the content of the proposal that includes upgrading 11 administrative provinces in the high plateaus and the south to states with full powers.
The presidential statement said: “The President of the Republic, Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a Council of Ministers meeting, which discussed offers, including upgrading the administrative provinces of the Haute Plateaus and the South to states with full powers, following up on the progress of the completion of the Gaara-Jbeilat mine and the Tindouf-Béchar mining railway, the completion of the Constantine University Hospital with a capacity of 500 beds, and the acquisition of special equipment for the Digitalization Development Support Foundation.”
Following a presentation by the Prime Minister on the government’s activity in the last two weeks, and ladies and gentlemen ministers’ discussions of the various presentations, the President of the Republic issued the following orders, directives and instructions:

An investigation was opened into the causes of the fires, which were known in several states at the same time last weekend.

Regarding upgrading administrative provinces in the high plateaus and the south to states with full powers:
The Council of Ministers approved the content of the offer, which includes upgrading 11 administrative provinces in the high plateaus and the south to states with full powers, and these concerns: Aflo, Barika, Qasr Al-Shalala, Massaad, Ain Ousara, Bou Saada, Al-Abyad Sidi Sheikh, Al-Qantara, Bir Al-Ater, Qasr Al-Bukhari, and Al-Arisha. After the approval, the President of the Republic will issue his instructions to immediately complete the administrative procedures with the two chambers of Parliament.
Regarding the Tindouf-Bashar mining railway:
The President ordered the Minister of Public Works to prepare for the inauguration of the new train line, deep in the desert, linking Tindouf and Béchar, with all its provinces, during the month of January 2026, to begin officially exploiting it, so that this event will be a celebratory day commemorating this giant national achievement, marking the entry of Algeria into a new era of major economic milestones, which the Algerian people are making in the path of developing their country.
Regarding the completion works of the Gara-Jbeilat mine:
The President of the Republic ordered the commencement of the local use and exploitation of iron ore extracted from the Gara-Jbeilat mine, starting in the first quarter of 2026, as this event will be the first of its kind in the history of Algeria since independence, and it is a strong message of a new Algerian approach, consecrating the principle of economic sovereignty and diversifying the country’s resources outside of hydrocarbons.
The President issued strict instructions to redouble efforts, as much as possible, given that this strategic project does not have much left to see the light, in all its districts and structures, as the Council of Ministers approved the establishment of new iron ore processing factories in Tindouf, Bchar and Naama.
Mr. President directed that the first shipment of iron ore should arrive via the railway line to the Tosyali Iron Complex in Oran, starting in 2026, so that Algeria would take the first step in its history towards reducing the iron ore import bill and achieving self-sufficiency in the interim.
The Council of Ministers also approved a project to build a university hospital in Constantine with a capacity of 500 beds, and a deal to acquire special equipment for the Foundation to Support the Development of Digitization.
At the conclusion of the Council of Ministers meeting, individual decrees and decisions were approved, including appointments and termination of assignments to senior positions and positions in the state.
