This transformation requires careful adjustment of the regulatory framework, especially with regard to defining the powers of the single window within the university structure and its relationship with other ministerial sectors, as well as the rules for protecting intellectual property of university outputs.

The opening of this window comes as a culmination of the comprehensive institutional approach adopted by Professor Badari, which is not limited to issuing directives and just theorizing, but rather extends to establishing actual structures within universities, integrating entrepreneurship into university policies, and tightly linking legal texts and field application with daily follow-up through coordination meetings and intensive field outings.

In this context, the Minister’s supervision of the opening of the first single window at Bab Ezzouar University is an indication of the transition of reform from the level of planning to the level of implementation, while ensuring that the university is a real space for the embodiment of public policies in the field of employment and innovation.

Thus, it can be said that the Entrepreneurship Single Window represents a practical translation of the reform vision led by the Minister, and reflects a clear will to reposition the university as the front locomotive of the comprehensive economic development train.
