The Minister of Interior presents the new draft traffic law to enhance traffic safety – Al-Hiwar newspaper, Algeria

Today, before the National Assembly’s Equipment and Local Development Committee, the Minister of Interior, Local Communities and Transport, Al-Saeed Saeed, presented a draft of the new traffic law that aims to enhance traffic safety and create a safe traffic environment.
The Minister explained that the initiative to draft this text comes in implementation of the instructions of the President of the Republic to strengthen measures and procedures aimed at eliminating the phenomenon of traffic insecurity, stressing the great burden that traffic accidents cause in terms of loss of life and property and the financial cost on the public treasury.
He pointed out that the project attaches great importance to vehicle and road safety, holds all parties criminally and civilly responsible in the event of violation of traffic rules, and introduces new measures and procedures to confront the accelerating global changes that threaten traffic security and safety.
The draft law consists of 10 chapters containing 190 articles, and expresses a clear political vision for building a society that respects the regime and values life, stressing that the safety of citizens is an explicit commitment of the state, and reflects the 54th commitment of the President of the Republic regarding ensuring the security of citizens and the safety of public and private property.
Among the most prominent aspects of the project:
Traffic safety and prevention: Reducing accidents by addressing their causes related to the driver, vehicle, or road, and holding those charged with road maintenance to civil liability and compensation for damages.
Determine responsibilities: Holding all parties responsible, including tampering with records or granting driving licenses with favouritism.
Driving license and training: Mandatory training, periodic examinations, and combating drug abuse to ensure the competence of drivers.
Professional driving: organizing the transport of people, goods and dangerous materials, approving certificates of competency and respecting rest times, while using modern monitoring devices.
Control and technology: electronic payment of fines, drug detection devices, fixed and mobile weighing stations, and national information systems for monitoring accidents and black spots.
Combating fraud: criminalizing the import, manufacture and marketing of non-conforming spare parts, and increasing penalties when they cause accidents.
Penal framework: Classifying violations according to their seriousness into violations, misdemeanors and felonies, specifying penalties and complementary measures.
The Minister concluded by stressing that the project represents a comprehensive and balanced vision for building a safe and sustainable traffic system, based on prevention, deterrence, and coordination between all parties, while protecting citizens and ensuring their right to safe movement.
