The Algerian state enhances the protection of people with special needs

The Algerian state works to enhance the protection and promotion of people with special needs. Within this framework, an executive decree was issued that specifies how to facilitate the access of people with special needs to the physical, social, economic and cultural environment.

The Ministry explained, in a statement, that in implementation of the provisions of the law relating to the protection and promotion of persons with special needs, especially in its Article 32, an executive decree was issued in Issue 13 of the Official Gazette on February 15, 2026, which specifies the means of facilitating the access of persons with special needs to the physical, social, economic and cultural environment.

The same interests added that the provisions of this decree aim to embody the will of the Algerian state to enhance the protection and promotion of people with special needs, and to ensure their effective participation in national development, by establishing a regulatory framework that defines the responsibilities of the various ministerial sectors and public bodies in the field of facilitating access by taking a set of arrangements and measures necessary to ensure an accessible environment with the aim of enabling their full and effective participation in various areas of development and the enjoyment of their basic rights in society, in line with the provisions of the international agreements that it has ratified. Algeria, especially the Convention on the Rights of Persons with Disabilities.

The Ministry of Solidarity indicated that, through this text, a national committee was established to facilitate the access of people with special needs to the physical, social, economic and cultural environment, consisting of ministerial sectors, public bodies and associations active in the field of disability.

This committee works to follow up and evaluate the implementation and evaluation of sectoral programs in the field of facilitating access, as well as proposing measures that would improve the participation of people with special needs in social, professional and economic life.
