The Minister of Interior, Local Communities and Transport, Al-Saeed Saeed, confirmed that the draft organic law related to political parties would enhance the stability of the state and the credibility of political practice, and respond to the requirements of modern political work.
On Tuesday, Minister Saeed presented, in a public session chaired by the President of the National People’s Assembly, Ibrahim Boghali, according to a statement by the Ministry of Relations with Parliament, the draft organic law related to political parties.
The Minister detailed the various aspects of the draft law, which is based on the principles of the 2020 Constitutional Amendment, which constituted a turning point in the path of political reform, whereby the necessity emerged of adapting Organic Law No. 12-04 of 2012, relating to political parties, with constitutional developments, and addressing the practical problems that emerged from the experience of its implementation over the past years, whether related to procedures, the internal organization of the parties, their relationship with the administration, and the extent of their commitment. Saeed added that this organic law aims to provide a clear and integrated legal framework that allows political parties to carry out their activities under precise rules based on transparency and accountability, respect for the principles of pluralism and fair political competition, and to establish solid legal and regulatory foundations for a renewed partisan life based on professionalism and commitment, which would enhance the stability of the state and the credibility of political practice, and respond to the requirements of modern political work.
The Minister also detailed the content of the draft organic law, which consists of 97 articles distributed over seven sections, which includes a number of new provisions, in addition to other provisions that have been subject to review and scrutiny, according to several axes, including the rights and obligations of political parties, strengthening the role of the political party, digitizing the management of political parties, combating the phenomenon of changing the party affiliation of the elected, expanding the participation of youth and women within political parties, reviewing the conditions and procedures for establishing and approving political parties, and consecrating democratic principles in the organization and functioning of political parties.
The provisions also include an explicit text on the principle of democratic deliberation as a basic rule for the organization and functioning of the political party, the ethics of political work, the governance of party activity, the framing of organizational changes within political parties, the regulation of the formation of political alliances and mergers, the financing of political parties, the cessation of political party activity, and the dissolution of the political party, in addition to the penal and transitional provisions.
