Prime Minister: Legal security is an essential pillar for promoting the economy and encouraging investment – Algerian Al-Hiwar newspaper

Prime Minister Sifi Gharib affirmed Algeria’s determination to establish a safe and stable legal environment that would encourage investment, initiative and innovation, thus contributing to upgrading the national economy and enhancing the country’s economic attractiveness.
In his opening speech during the National Forum on Legal Security and its Impact on Economic Development, the Prime Minister explained that the President of the Republic attaches great importance to the issue of legal security, as it is a pivotal element in his vision aimed at building a strong national economy, based on transparency, accountability and integrity, and strengthening Algeria’s position as a reliable economic gateway to Africa.
Gharib pointed out that the constitutional and legislative reforms initiated by the state, especially the establishment of freedom of investment, trade and enterprise, the review of the legal system for investment and economic real estate, and the reform of the banking sector and the public transactions law, reflect a clear trend towards providing a stimulating and safe climate for investors. He also highlighted that the President of the Republic placed management at the heart of the development movement, by decriminalizing the act of management and protecting honest frameworks.
The Prime Minister added that this approach aims to link law and development, knowledge and innovation, and eliminate differences between the public and private sectors, ensuring a competitive environment based on trust and legislative stability.
Gharib stressed that the profound transformations taking place in the global economy force countries to adopt new development approaches, in which legal security is a structural condition for achieving sustainable development, stressing that investment cannot flourish without trust, and there is no trust without a clear law and an independent and effective judiciary.
In this context, he explained that the state has strengthened the legislative and institutional framework to protect economic initiatives and secure management, by reviewing the Penal Code in 2024 and including precise criteria for defining management errors, in addition to criminalizing everything that might obstruct investment. He also pointed out that the new Criminal Procedure Law of 2025 established the principle of not filing a public lawsuit against the directors of public economic institutions except based on a prior complaint.
The Prime Minister stressed that justice is no longer limited to adjudicating disputes, but has become an actual partner in economic development, by providing legal reassurance and protecting the initiative, thanks to the profound reforms witnessed in the justice sector.
At the conclusion of his speech, Gharib expressed his hope that the activities of this forum would constitute an opportunity to formulate practical recommendations that enhance legal security, protect managers, and encourage investment, reiterating the readiness of the public authorities to sponsor all proposals that would support economic development, before announcing the official opening of the forum’s activities.
