The head of the Peace Society Movement, Abdel -Alia Hassani, accused him of unnamed parties of “an attempt to put in the political arena in discussions that do not serve the current stage, especially in light of the developments witnessed by our region, which is the same scenario that we lived in the 1990s”, and called for “a national dialogue between the various living forces in the country, especially in the shadow of International and regional transformations.

What is your assessment of the country’s political scene in the current circumstance, especially as we are witnessing many transformations?

It is noteworthy today that we are living in instant and not daily transformations, in our belief in the peace society movement and through our continuous discussion that the general political situation in the country does not keep pace with the accelerated developments, whether by situations, readings or political analyzes, because the political scene is important, effective and influential when he participates in his positions through discussion, dialogue or dealing with the most important files that have effects, The accelerating transformations made political aists do not keep pace with these transformations, neither through positions nor even from the state of political openness.

There are those who try to put in the political arena in political discussions that do not serve at all the stage, especially in light of the developments that our region is witnessing, which is the same scenario that we lived in the nineties of the last century, there are those who seek to restore sterile ideological debate to the fore, even though we have overcome this stage, and it is supposed to compete with actors with programs, ideas and political alternatives, and we have lived this era at the end of the eighties and the beginning of the nineties, The question is: Why do we have to return the country to this square and ideological debate that is indispensable or sings of hunger, because the struggle in the world is currently not an ideological struggle except for the Palestinian issue.

Do you think that these discussions are intertwined and their aim is to create strife in the societal milieu and strike the unity of society?

There are three levels that I will raise in my answer to this question: The first level relates to the presence of parties outside the country that is interested in returning the country to this square and these parties are also working on sowing discord, and it can also be referred to the failed political parties and absent from the political scene and parliament and the evidence for that criticism addressed by a political party to one of the movement’s deputies in its imitation of a parliamentarian, and therefore it can be said that there is someone who wants to pay this basic discussion. The country is pushed into chaos and possibly shocks that do not serve stability and go back to the country.

How do you read the general mobilization law? What is the role of parties in enhancing societal awareness of the importance of national readiness today?

We discussed this file with all responsibility and said that mobilization is a duty of every responsible national and every Algerian who has a conviction of the stability of his homeland and the protection of his country and the need to preserve its independence, but in exchange for this there is a set of conditions that we spoke to, most notably that public mobilization is through national orientations that help in economic and social stability and political participation and the manufacture of a comprehensive national dialogue and national awareness.

Do you think that in the current situation and capabilities, we are ready to face all these dangers, given what is happening internationally?

The answer to the question requires the answer to two important things, the first thing is to determine these risks in terms of their type, shape and way of working, secondly studying the models of countries that have lived risks in the current stage, so defining them accurately helps us to confront them, especially since these risks are not simple traditional that can be controlled within society, today they are cross -border, minds and all barriers, they depend on technology.

We will be able to confront it in the event of a national consensus on understanding these risks and the way they face them, and if we leave the field empty -handed toxic toxins, we will face great difficulties in confronting them, and the question that arises itself today: Do we today have new means to confront cyber and gray? Do we have the ability to reserve economic in light of what the Zionist project and its allies are doing, such as America and others by imposing drawings and royalties, controlling wealth and trying to loot and exploit them.

Where is the importance of the national dialogue and how will it be embodied?

We are one of the parties that always demand the need to go towards a national dialogue with clear files and constitute political priorities such as: reforming the environment of government, reforming the legislative system of the law of parties and the law of associations, elections and local groups, and these are all priorities in dialogue and general mobilization in itself. They are also priority, so what is currently available just political speeches, but dialogue about the way to deal with it does not exist. Political parties are currently striving to read, analyze and understand the dimensions of these laws, but how do we collect these positions, humiliate the existing difficulties, and make the situation inclusive to all Algerians unavailable. I think the dialogue mechanisms are weak and do not perform the primary purpose.

The important point that I have always called for is to put political parties in the form of transformations, events and attitudes in order to help defend the foreign policy of the homeland, as these files are managed unilaterally.

How do you see the development of the parties’ law?

There is no doubt if we want to develop the law of parties, these parties must be legally fortified, as the political authority should not underestimate the role of parties that no longer any value in the arena, they are in the mind of the decision -maker do not play great roles because the basic principle in the political process is partisan competition, as the parties compete for programs and parliament in order to form the government and reach government even opposing party sites, which is what applies to the peace society movement We are not a black and confrontational opposition, as it is a positive opposition that talks about failures and imbalances. Cooperation with it should not be at this level, and here I will return to talk about the general mobilization law that needs legal and other political conditions, as the parties were not present in the law as if they are not concerned with it, although in the developed democratic countries that believe in the partisan process assigns the process of framing citizens to Parties.

We have consulted in four basic laws, namely the law of parties, the law of associations, the election law, the municipal law and the state, and we presented our opinion in these laws according to a clear methodology based on three basic issues, the first issue and related to the ruling principles and are either constitutional or within the constitutional interpretation, then after that the goals envisaged by these laws and our vision of the basic colleges in their amendment and the most important practical amendments that must be provided in a text the law.

What is the thing that caused your attention to the law of parties from which you received a copy?

In fact, it is the law that was presented to us is the old law that guarantees simple amendments, and the decisions and proposals that were received in the ground that were presented to the discussion, which was concerned with formalities such as defining the electoral era, which is what we have committed within the movement since 2008, the basic law gives the head of the movement the right in only two era and this item made real and smooth circulation and today 5 presidents have passed by, but despite that we see that the determination of the covenant does not have to be in this way. Because political and partisan sustainability must be guaranteed within the parties in order to continue and preserve their identity, political trends and electoral programs, especially if we take into account the state of general reluctance that the general system is currently borne.

On the other hand, do you see that it is necessary to amend the election law?

There are many notes on the election law, especially since the previous legislation was issued by a presidential decree and was not subject to a political discussion, and we in the movement attended a draft of the amendment of the law and we were supposed to deposit it last week and we are currently 5 written notes related to a set of issues and we all sent them to the presidency And his positions because the limited discussion will have a negative impact, and it is true that we do not possess the parliamentary majority, but we are interested in expressing our point of view.

What are the most prominent points that you focused on in this law?

There are three urgent issues: the first relates to the necessity of reforming the independent authority because the biggest problem that the process suffers from is electoral supervision, and based on the experiences that we have lived in recent years, it became clear to us that the authority needs real reform with its independent remaining in making decisions, the second thing that should be highlighted is the transparency of the voter bloc, for example in the last presidential elections, dozens of voters. They find their names, and this is of course a primitive method, and we are today in the era of digitization, and the third thing that should be talked about is to rule in the management of nominations. Article 200, which was the reason for excluding many of the elected unlawfully in many cases with the justification of political money and purification, despite the fact that the constitution gives the right to run for every citizen and the judicial authority is alone authorized to remove the right to run.
