Professor Mohamed Siddiq Ait Masoudane revealed Minister of Health About preparing to develop a digital platform that connects all concerned parties to which the task of disbursing materials andpharmaceutical “Psychotropic substances” with psychotropic properties, with the aim of tracking their path and stages of distribution.
The Minister said, in his response to a written parliamentary correspondence, that “the dispensing of these medicines is subject to strict regulatory provisions contained mainly in Executive Decree No. 19-379 of December 31, 2019, which specifies the methods of administrative, technical and security control of substances and medicines with psychotropic properties, as well as the joint ministerial decision of August 11, 2021, which specifies the list of substances and medicines with psychotropic properties that demonstrate the risk of their overuse, addiction, and abuse.” Their use is to ensure more effective control over the use of these medications and to prevent the risk of addiction.
In addition to this, the Minister says that “his interests have taken a set of measures, the most important of which is the preparation of a draft executive decree that specifies the conditions and methods for prescribing and dispensing pharmaceutical materials intended for human medicine, as well as preparing to develop a digital platform that connects all professional parties dispensing this type of medicine to track its path and stages of distribution.”
In the year 2021, the new list of substances and medicines with psychotropic properties whose risk of overuse, addiction and misuse has been proven was published in the Official Gazette, which was included in the joint ministerial decision dated August 11, 2021, which specifies the list of substances and medicines with psychotropic properties. The list includes 24 medicines.
The aforementioned list includes: tablets, injections and drinking solution, similar to the drug “bupretorphine”, which is an injection solution, “Tramadol” in its four forms (tablets, injections, coated pills, injection solution), “Conazepam” and “Pregabalin” in its six types, and “Trihexyphenidyl”, which is present in three types, and “Midazolam”, “Zolidipam” and “Chloroipate”. “Depoetacic” in the form of injections, and “Pracetamol, Tramadol chlorohydrate.”
Article 2 of the same decision indicated that its provisions apply to all registered pharmaceutical specialties that conform to common international nomenclature and the forms and amounts contained in the list of substances and medications with psychotropic properties whose risk of overuse, addiction, and misuse has been proven, provided that the list is amended whenever necessary.
