
Today, Mr. Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, and Minister of National Defence, chaired a Council of Ministers meeting devoted to presentations including the revaluation of pensions and retirement grants, the basic laws for medical and paramedical staff of health, and following up on developments in the progress of the digitization process, in addition to a joint presentation, on Production and distribution of lubricants in Algeria, and a draft law related to waste management, control and removal.
After the President of the Republic opened the meeting and gave the floor to the Secretary-General of the Government to present the agenda, then the Prime Minister presented the government’s activity in the last two weeks, and following the presentations of ladies and gentlemen members of the government, the President of the Republic gave the following orders, instructions and directives:
Firstly, regarding the basic laws of medical and paramedical health care
The Council of Ministers approved draft basic laws and compensation systems for employees belonging to the medical and paramedical staff.
The President directed the Minister of Health to continue preparing legal texts that guarantee the privacy of medical and paramedical staff.
Second: Regarding the revaluation of pensions and retirement grants:
The President of the Republic affirmed that the decision to raise pensions and grants to retirees stems from the state’s recognition and appreciation for the efforts of its workers, who have performed their duties during their years of service, as increases of a rate ranging between 10 and 15 percent will be applied to all categories of retirees, allowing them to improve Their living framework.
Third – About the production and distribution of lubricants in Algeria:
The President directed the Prime Minister to coordinate with the Ministers of Industry, Energy, Finance and Trade to prepare a legal framework that regulates this field and determines the criteria, standards and quality of lubricating oils allowed in the national market.
Mr. President ordered that Naftal take over production, raise its percentage, and undertake the process of marketing and importing lubricants, which are not manufactured locally, while beginning to develop the necessary technologies to produce them locally.
Fourth – Regarding a draft law related to waste management, control and removal:
The President ordered the Minister of Environment to coordinate with her counterparts in the interior and housing sectors, under the supervision of the Prime Minister, to prepare a plan on the environment and urbanization, which will reconsider the waste sorting and distribution system by educating citizens.
He ordered the creation of emerging institutions specialized in the field of waste recycling, especially since this field has an important economic return, through reconversion and industrialization operations directed to several fields, especially agriculture.
– Initiating field procedures to sort, distribute and recycle waste in model states including major cities before generalizing it, aiming to evaluate social behaviors to contribute to our environmental system effectively and positively.
Mr. President stressed the necessity of mobilizing to improve the country’s image, keeping pace with all the reforms that Algeria is experiencing, while reconsidering some regulatory texts, so that theoretical plans are consistent with the strict application of the laws.
Fifth – Regarding following up on developments in the progress of the digitization process:
The President of the Republic ordered that great importance be given to cybersecurity in the process of digitization, appreciating the ongoing efforts to complete this project.
Sixth – The financial sector and regarding bank interests:
The President assigned the Minister of Finance, in coordination with the Central Bank and the Association of Banks and Financial Institutions, to review the high bank interest rates, which are inconsistent with the policy of encouraging investment.
General directions:
The President of the Republic instructed the Minister of Energy and Mines to convey his high appreciation to all the workers and employees of the Sonelgaz Company for their continued tremendous efforts in meeting national needs, especially with regard to agricultural electricity projects and connecting rural areas, which has had a positive impact on production.
The President assigned the Minister of Labour, Employment and Social Security to expedite the implementation of the new laws related to the right to practice union activity.
