Employment priority according to the legal framework
The Minister explained that the National Education Sector relies on legal mechanisms stipulated in Order No. 06-03 of July 15, 2006 to fill financial positions for professors, which includes the General Basic Law for Public Service, especially Article 80 thereof.
These mechanisms are essentially based, according to the Minister’s clarifications, on the direct employment of graduates of specialized training institutions, a principle enshrined in the basic laws of national education, including Executive Decree No. 25-54 of January 21, 2025, which granted first priority in employment to graduates of high schools for teachers.
The Minister added in the text of the written response that resorting to competitions is exceptional in the event that vacant positions are not covered, in order to guarantee the constitutional right to education.
The classification is linked to the certificate, not to the training institution
Regarding classification, the Minister of National Education confirmed that the matter is subject to the qualification levels specified in the General Basic Law for Public Service, and Presidential Decree No. 07-304 of September 29, 2007, which specifies the inferential network for wages.
Saadawi explained that the classification is based on the duration of training and the level of the degree, which makes graduates of high schools for teachers, who have followed a five-year specialized training, classified in the same category granted to holders of a master’s degree, without any discrimination.
Promotion is subject to public office rules
Regarding promotion opportunities, the Minister stressed that promotion from one rank to a higher rank takes place according to three unified mechanisms in all sectors of the public service, which are the professional examination after five years of actual service, or registration on the qualification list after ten years, or promotion on the basis of the certificate obtained after employment in the required specialty, within the limits of vacant positions and the specified legal percentages.
Consultation with social partners
The Minister’s response touched on the issue of the participatory approach, as he stressed that the accredited trade union organizations that represent the ranks and ranks of professors include in their structures graduates of graduate schools for professors and university graduates alike, without any discrimination. He pointed out that these organizations participated in submitting their proposals and observations, and regularly contribute to the meetings supervised by the committee responsible for studying the special basic law and the compensatory system.
At the conclusion of his response, the Minister of National Education reiterated his emphasis on the sector’s commitment to implementing applicable laws and regulations, ensuring equality among all teachers, while continuing to consult with social partners in a way that serves the interest of the educational system and ensures its stability.
