New measures to promote the professional integration of people with special needs

Minister of National Solidarity, Family and Women’s Issues, Soria Moulouji, said Thursday in Algiers that an executive decree is being prepared that includes new measures that will enhance the professional integration of people with special needs.

In a public session in the National People’s Assembly, devoted to asking oral questions, the Minister explained that this executive decree, which is currently under issuance, “will set the methods related to allocating work positions, determining financial contributions, and granting subsidies, with the aim of creating and equipping work positions for people with special needs, and this is in implementation of the provisions of Article 29 of the law related to the protection and promotion of people with special needs.”

This text comes to specify a number of measures aimed at “promoting the integration of persons with special needs into a suitable or adapted normal work environment,” including “the obligation of employing bodies to provide facilitating arrangements in the workplace for the benefit of people with special needs, in coordination with the departments of occupational medicine and the institutions specialized in technical preparation.”

These measures also include “encouraging employment institutions that employ people with special needs, through the possibility of benefiting from financial subsidies, in order to carry out rehabilitation works,” as well as “monitoring the application of the 1 percent of job positions allocated for the benefit of this category by all inspection and monitoring bodies and concerned departments.”

Moulouji confirmed that the National Solidarity Sector seeks to encourage these people to engage in the field of economic inclusion, by creating and developing activities and motivating them to invest in the field of entrepreneurship, as it works to “ensure support and accompaniment for owners of small projects with special needs, especially in the field of marketing, while providing continuous training, to hone their competencies and capabilities.”

In the same context, she reported that “1,773 vocational projects adapted for the benefit of people with special needs and entrepreneurs have been allocated by the National Agency for Microcredit Management,” and that “more than 700 people with special needs have benefited from financing through the National Agency for Support and Entrepreneurship Development to establish mini-enterprises.”

In the field of digitization, the National Solidarity Sector works to enable people with special needs to participate effectively in society, by digitizing public services directed to their benefit, by creating and developing a digital platform, in cooperation with the High Governorate for Digitization.

In this regard, work is underway to digitize the card for a person with special needs, as well as the lump-sum solidarity grant, according to what Muluji indicated.
