New conditions for the employment of contracting professors

The Ministry of National Education has set some of the new conditions for the employment of professors as contractors in public educational institutions, where the contractual recruitment system was maintained as a flexible mechanism to ensure the continuity of the educational process.

According to a joint ministerial instruction with the Ministry of Finance and the General Directorate of Administrative Reform, the conditions for employment in contracting witnessed fundamental changes, as the Ministry stipulated a master’s certificate to join the rank of professor in the primary and medium phase, while granting priority to holders of this certificate, while a bachelor’s degree was established in the second degree.

With regard to the stage of secondary education, the Ministry imposed a master’s degree or an equivalent certificate for appointment as a professor, while granting those holders of these priority certificates in employment, to classify holders of the Master Certificate in the second degree.

The joint ministerial publication No. 05 of July 24th, the possibility of the education directors in the states employing professors in an exceptional way, in order to ensure the continuity of the students ’school during the academic year 2025/2026.

Preparation to a set of solutions before contractual recruitment is required, including reviewing the weekly timing of professors, resorting to additional hours, and redistributing excess professors at the level of the provincial institutions themselves, in addition to exploiting the reserve lists.

The document has identified three cases in which contractual employment can be resorted to, and the first case relates to the vacancy of financial positions temporarily for various reasons, including satisfactory vacation, maternity holiday, long -term disease, the special holiday for performing the pilgrimage rituals, and the situation at the disposal of national associations, in addition to cases of automatic holidays for the candidates for elections, conservative arrest and scientific holiday.

As for the second case, it concerns the liberalization of financial positions during the school year for reasons, including referral to retirement, demobilization, resignation, death, insulation, mandate, transmission outside the state, and long -term satisfactory holidays.

The third case relates to the existence of vacant financial positions pending the organization of employment and promotion competitions, or the positions that remained vacant after organizing these competitions, in addition to the positions of successful competitions during the period of follow -up of specialized training.

The Ministry created new classifications for contracting professors based on the new executive decree No. 25-54 of January 21, 2025, where the primary and medium education professor is classified as a “first department” who holds a master’s certificate in class 13, while the average education professor who holds a bachelor’s degree in class 12 is placed.

With regard to the secondary education professor “First Department” who holds a master’s degree, it is classified in the 14th degree, while the holder of the Master certificate is placed in class 13, and the decree indicated that the contracting professors benefit, in addition to the basic salary, from the bonuses and compensation specified in the organization in effect.

The Ministry calls on the candidates to submit a set of administrative documents that include a written or digital request, a copy of the required certificate, a copy of the national identification card, two general medical certificates and chest diseases, a certificate of proof of the situation regarding the national service, and the inauguration minutes in three copies, in addition to a family certificate, two solar copies and a majestic instrument.

The Ministry warned that the recruitment decision as a contracting professor can be automatic cancellation by the Director of Education, and also warned that the contractors cannot acquire the status of the employee or the right to integrate in the rank of ranks of the public job.

In the event that the contracting professor is interrupted by the work before the expiry of the specified period, it is directly replaced by another contractor for the remaining period, and the Ministry decided that its central interests will ensure a numerical outcome of the contracting professors suspended until December 31 of each year, and to communicate a copy of it to the Ministry of Finance within a maximum period of fifteen days after the closure of the fiscal year.

This instruction canceled all the provisions of the previous instructions, especially the joint ministerial publication of October 27.
