The Minister of National Education, Dr. Mohamed Saghir Saadawi, confirmed that the competition for hiring professors on the basis of certificates is a sensitive process that directly affects the quality of pedagogical supervision within educational institutions, The Ministry runs it through the education directorates at the state level, under the follow-up and supervision of education directors to ensure commitment, transparency and efficiency in implementation, which requires the highest levels of care and effectiveness in its management, according to a Ministry statement.
This came as the Minister supervised, today, Saturday, the launch of the activities of the training day dedicated to the general secretaries of the education directorates, organized under the title: “Developing the administrative competencies of the general secretaries of the education directorates,” at the level of the National Institute for the Training of National Education Sector Employees in the state of Blida.
The opening ceremony of this training forum took place in the presence of the governor of the state, the head of the state People’s Assembly, deputies and members of Parliament from both chambers of the state, in addition to frameworks from the central administration of the Ministry. In his opening speech, Minister Saadawi indicated that this training day falls within a strategic approach aimed at deepening training for the benefit of the executives, stressing that the general secretaries of the education directorates form a pivotal link in the implementation of state policy in the sector at the local level, and that their role includes implementing the objectives of the ministry, the administrative and financial performance of the directorates, and the proper functioning of educational institutions, and all of these tasks are carried out under the supervision of education directors to ensure effectiveness and efficiency in local implementation.
The Minister explained that this forum, which is the second of its kind within a national training path after the national symposium devoted to inspectors, confirms the Ministry’s determination to move forward in embodying the goals set for this path, by controlling and arranging them, and harnessing the necessary mechanisms and capabilities to implement them in the field.
The Minister of Education also touched on the sector’s trend towards deepening training to accompany the implementation of the programs supervised by the Ministry of National Education, such as organizing the investment section, and human and technical preparation for the implementation of future investment programmes, especially with regard to educational institutions, through counting old institutions, examining their conditions, and determining their fate, in addition to a census. In the context of his talk about the content of this training day, the Minister highlighted the pivotal role of the Secretary-General of the Directorate of Education, as he is responsible for the proper implementation of state policy in the sector at the local level, supervising administrative and financial management, and responsible for the proper functioning of educational institutions, ensuring that students are taught, fed, and provided with health care and school sports.
By the way, the Minister stressed the necessity of strengthening the culture of daily accompaniment and follow-up of educational institutions, controlling follow-up networks at the state level, and addressing the recorded imbalances.
In the same context, the Minister also stressed the importance of establishing a culture of listening and listening, and opening spaces for dialogue with various components of the educational family, accredited student parent associations, accredited trade union organizations, and civil society activities, within the framework of respect for laws and regulations, and devoting responsible participatory work.
At the conclusion of his speech, he called for the need to seriously monitor the conditions of the sector’s employees in their various branches and ranks, especially at the grassroots level, and to address the administrative situations recorded in the best possible time with the necessary follow-up of their path, because this has a direct impact on strengthening trust between the employee and his administration, and improving the performance of educational institutions.
