Recently, Executive Decree No. 26-80 of January 14, 2026 was issued, specifying how people with special needs (people of determination) can benefit from free transportation or a reduction in transportation prices, in accordance with the provisions of Law No. 25-01 related to the protection of people with special needs.
In the same regard, the Ministry of National Solidarity, Women and Family Issues explained that the decree comes to confirm the interest of the state and the keenness of the President of the Republic to promote the rights of people with special needs to enhance their independence and integration into society and the economic and cultural system.
The Ministry stated that the decree stipulates free public transportation for people with special needs in urban and semi-urban areas, and free land, rail, and inland sea transportation for people with a disability rate between 80% and 100%, in addition to benefiting from a reduction in land transport prices by 80%, including transportation by rail (train), and inland sea transportation for people with a disability rate between 50% and 80%.
In addition to an 80% discount on economy class air transport for domestic lines for people with a 100% disability, and one companion for each person with special needs will benefit from the same privileges if the person’s card bears the sign “needs a companion.”
Regarding the costs of these freebies and discounts, she confirmed that they are borne within the annual financial appropriations allocated for this, while public transport institutions will undertake the implementation of these measures.
