Data governance is a sovereign strategic bet that ensures the quality of information

The head of the National Authority for the Protection of Personal Data, Bourahil Samir, stressed that data governance is not just regulatory procedures, but rather a sovereign strategic bet and an essential element that guarantees the quality of information, the transparency of its use, and its transformation into strategic assets that support decision-making, to advance economic development and improve the performance of public facilities.

This came in a speech by the head of the National Authority for the Protection of Personal Data on the occasion of the official announcement of the entry into service of the National Data Governance System, on Monday, at the International Conference Center, Abdul Latif Rahal.

Bourail highlighted the importance of this announcement under the slogan “The National Data Governance System: Sovereignty, Regulation and Transparency.” He also addressed in his speech the role assigned to the national authority within the data governance system with regard to the protection of personal data.

He pointed out that this event is of special importance as it is organized under the high patronage of the President of the Republic, Abdelmadjid Tebboune, which clearly reflects the great care that the President of the Republic attaches to building a modern state based on good governance and optimal use of data within a framework that respects national sovereignty and protects the rights of citizens.

The head of the National Authority for the Protection of Personal Data said that holding this forum today comes in light of rapid geopolitical and digital transformations, where data are no longer numbers in databases, but rather have become the essence of national sovereignty and a fundamental driver of security and stability.

The same speaker explained that data governance is not just regulatory procedures, but rather a sovereign strategic bet and an essential element that guarantees the quality of information, the transparency of its use, and its transformation into strategic assets that support decision-making, to promote economic development, improve the performance of public facilities, and protect basic rights and freedoms, including the protection of data of a personal nature as a moral duty and an indivisible legal obligation. Human dignity in the digital space begins with his right to privacy.

In this context, Bourail adds, “It is worth recalling the pivotal role assigned by Presidential Decree No. 25-320 of 12/30/2025, which includes establishing a national data governance system, to the National Authority for the Protection of Personal Data.”

He continued by saying that the entry into service of this national system constitutes a turning point in the process of building a sovereign national digital system based on tight regulation, the legal use of data and transparency in processing in a way that serves the public interest and enhances our country’s position in the digital field.

Bourahil explained that the national data governance system is a strategic national project that requires the combined efforts of all actors, including departments, institutions, experts, and civil society, to make it successful and achieve its desired goals, stressing that the success of the digital transformation that we all seek depends on the extent of our ability to reconcile the requirements of the times with the necessities of protection and sovereignty.

On Monday, Prime Minister Seifi Gharib supervised the activities of the official announcement of the entry into service of the national data governance system.

The ceremony of this official announcement took place under the high patronage of the President of the Republic, Abdelmadjid Tebboune, in the presence of the High Conservative Minister for Digitization, Meriem Ben Mouloud, and the Advisor to the President of the Republic, Farid Yassi, along with a number of members of the government staff, as well as representatives of the diplomatic corps accredited to Algeria.

The launch of the national data governance system comes within the framework of embodying the state’s strategic directions aimed at strengthening digital sovereignty, and consolidating the principles of transparency and tight regulation of data, in a way that ensures improving the effectiveness of public policies, supporting digital transformation, and developing the quality of services provided to citizens.
