According to the information received regarding the matter, every car with a negative kilometer calculation is considered new within a period of 180 days from its departure from the factory, in addition to obliging Chinese manufacturers to clarify the locations of after-sales services and give guarantees in this regard for the benefit of customers, according to the always-referenced American agency.
According to the agency, the new procedures adopted by the Chinese Ministry of Commerce aim, on the one hand, to protect the image of Chinese brands in the field of the automobile industry, at the global level by ensuring after-sales services, in addition to combating any possible fraud on the part of Chinese manufacturers who may resort to emptying their car stocks in order to benefit from tax advantages, as newly manufactured cars are registered as used cars.
In the same context, the head of the Algerian Organization for Consumer Protection, Mustafa Zabadi, revealed additional details that he said were contained in official Chinese data, indicating that cars whose registration has not exceeded 180 days will be considered almost new, and will not be allowed to be exported unless the factory submits an official document confirming that they are now considered used.
Zabdi adds that the future export of new cars will not be through intermediaries and private individuals, but will be exclusively in direct dealing with factories…which means that the import of new cars through traditional commercial channels that some Algerian importers rely on will only be available through official agreements with manufacturers.
