Boualem Farhaoui: Penal poles and special provisions to protect victims of human trafficking – Algerian Al-Hiwar newspaper

Boualem Farhaoui, Director General of the Center for Judicial and Legal Research, confirmed today, Monday in the capital, that human trafficking is one of the most serious crimes facing the international community, especially with its transformation into a transnational organized crime that affects human rights and dignity, targeting women, children, and economically vulnerable groups.

Farhawi pointed out during the opening of the study meeting titled “The Legal Framework for Combating the Crime of Human Trafficking and the Standards for Protecting Victims” that the specificity of this crime,

In terms of the difficulty of detecting it and the complexity of pursuing its perpetrators, it prompted the legislator to assign the investigation and trial to specialized criminal judicial bodies, while adopting special investigative methods and special provisions to protect victims.

He explained that Algeria has established the National Committee for the Prevention and Combat of Trafficking in Persons, which is charged with developing a national policy and action plan for prevention, control and protection of victims.

National laws were also issued, ranging from Law 09-01 of 2009, up to Law 23-04 of 2023, which included preventive measures and deterrent provisions.

Farhawi stressed that the international community has developed a legal framework with multiple instruments to address this phenomenon, starting with the Universal Declaration of Human Rights in 1948 and the International Covenants of Rights and Freedoms in 1966.

Reaching the international conventions on combating organized crime and trafficking in persons, which reflects Algeria’s commitment to implementing its international and regional obligations in preventing and combating this crime.
