An Algerian breakthrough in efforts to combat human trafficking

The Director of Criminal Affairs and Pardon Procedures at the Ministry of Justice, Ben Salem Abdel Razzaq, said that international reports on human trafficking appreciate the efforts of the Algerian state, especially through the establishment of the National Committee and the development of a multi-sectoral national strategy, as well as the issuance of the 2023 law on this phenomenon, stressing the existence of an Algerian boom in efforts to combat human trafficking.

This came on the occasion of the opening of the study meetings on “The Legal Framework for Combating Human Trafficking and Victim Protection Standards,” organized by the Ministry of Justice in cooperation with the Center for Legal and Judicial Research at the Judges’ Residence, Al-Abyar, in the period from 28 to 30 December.

100 judges, police officers, and members of the National Committee for Preventing and Combating Trafficking in Persons are participating in these meetings, in addition to experts and executives from the central administration and researchers at the Legal and Judicial Research Center.

In his speech on the occasion, Ben Salem stressed that victims of human trafficking in Algeria are vulnerable groups, adding that investigations are carried out based on the Parallel Financial Investigations Guide, prepared by the Ministry of Justice, in coordination with the Legal and Judicial Research Center, which entered into force about a year and a half ago.

The spokesman explained that these efforts contribute to enhancing Algeria’s image at the international level, noting that organizing these training courses falls within the framework of strengthening the capabilities of judges and judicial police officers to combat this type of crime. He added that the guide does not exclusively concern money laundering resulting from human trafficking, but rather is a general practical guide that includes all crimes that generate financial profits, as it is used by the various judicial police agencies, investigative judges, and prosecutors.

He pointed out that the primary goal of criminal networks is financial profit, and is not limited to organ trafficking as it is another independent field, while human trafficking falls within the framework of the “Palermo” Convention and its Additional Protocol. He pointed out that the Algerian state’s efforts in this field began in 2009 by amending the Penal Code, and were strengthened by the issuance of the Special Law of 2023, which established prevention and control mechanisms. Human trafficking is also a serious crime of a cross-border nature, and takes It has a cyberspace dimension, and generates criminal profits that are laundered in various ways, which requires a comprehensive approach in accordance with international standards.

The spokesman highlighted that the Ministry of Justice, within the framework of the state’s penal policy, took the initiative to appoint reference judges at the level of 48 judicial councils, in addition to specialized judicial police officers, with the aim of enhancing efficiency in confronting this criminal phenomenon.

Bin Salem also stressed the focus on proactive investigative methods stipulated in national legislation, and on the activity of criminal networks in cyberspace, in addition to parallel financial investigations within the framework of combating money laundering resulting from these serious crimes, in accordance with the standards of the Financial Action Task Force and relevant international standards.
