Algeria responds to President Macron’s message to his first minister – new Algeria

The Algerian authorities carried out a careful study of the message by the French President Emmanuel Macron to his first minister, as well as the clarifications that were presented Europe Ministry Foreign Affairs on August 7 of the Chargé d’Affairs of the Algerian Embassy in France, according to what was reported today, Thursday, a statement of the Ministry of Foreign Affairs.

The statement stated: “The Algerian authorities carried out a careful study of the message that the President of the French Republic sent to his first minister, as well as the clarifications presented by the Ministry of Europe and Foreign Affairs on August 7 to the Chargé d’Affairs of the Algerian embassy in France. The study of this message and clarifications that accompanied it led to a number of important initial observations.

First, regarding the deterioration of Algerian-French relations, this message completely absolves France from its full responsibilities, and receives completely on the Algerian side. And nothing beyond the truth and is far from reality than this. In all stages of this crisis, official statements were issued to the Algerian Ministry of Foreign Affairs. This data, regularly and clearly, identified the authority responsible for the escalation, and indicated that the reactions and counter measures taken by the Algerian authorities were accurate and strictly included in the framework of applying the principle of reciprocity.

Second, the message seeks to present a picture of France as a country keen to respect its bilateral and international obligations, in exchange for depicting Algeria as a country that violates its obligations. Here, too, this proposal is not related to truth and reality. It is France that violated its national legislation and France that also violated its obligations that emanate from three bilateral agreements: the Algerian-French agreement of 1968 related to the freedom to move, operate and establish Algerian citizens and their families in France and the Algerian-French consular agreement for the year 1974 as well as the 2013 agreement for visa exemption for diplomatic passports and passports for mission. It is also France that reduced all its attention within the framework of the Algerian-French agreement for the year 1994 related to the deportation of Algerian citizens present in an irregular situation in France, which is the agreement that distorted the French party its true purposes and its original goals. France is also the one that also denied its obligations under the European Human Rights Convention 1950.

France’s breach of all these obligations was only aimed at ignoring the rights acquired by the deported Algerian citizens, in an arbitrary and unfair manner of French soil and depriving them of the means of administrative and judicial appeal guaranteed by the same French laws, as well as undermining the duty of consular protection that the Algerian state has in every place and time.

Third, and since the outbreak of this crisis caused by France, the latter has chosen its treatment with the logic of power and escalation. It is the one who resorted to threats, warnings and dictates, in ignoring the fact that Algeria does not acquiesce for any form of pressure, constraints and blackmail, whatever its source and whatever its nature.

It is these initial observations that dictate the Algerian response to the message that the French head of the state addressed to his first minister, ”the statement adds.

In this regard, “Algeria would like to remind, once again, that it has never initiated a request to conclude a bilateral agreement that exempts the holders of diplomatic passports and passports for a mission of the visa, but France, and France alone, was the one who initiated this request on many occasions. Through its decision to suspend this agreement, France has provided Algeria with the appropriate opportunity to announce on its part the reversal of this agreement simply and clearly. Eighth of this agreement, the Algerian government will notify the French government in this measure as soon as possible through diplomatic channels.

From now on, the visas that are granted to French passports holders, diplomacy from them and for a mission, will be subject, in all respects, to the same conditions that the French authorities impose on their Algerian counterparts, “according to the same source.

Regarding the announcement of the activation of the “visa in exchange for deportation”-the statement continues-the Algerian government “considers that this measure violates both the Algerian-French agreement for the year 1968 and the European Human Rights Convention 1950, and Algeria also confirms that it will continue to undertake the duty of consular protection for the benefit of its citizens in France and will work to help them defend their rights and ensure full respect for what is guaranteed. They have French and European legislation from protection against all forms of abuse and abuse.

On the other hand, the message sent by the French head of state to his first minister submitted a parallel offer to reality regarding the issue of adopting diplomatic and consular agents between the two countries. For more than two years, it was France who initiated the giving these credits to the Algerian consular agents, including three consuls and five consuls. On this issue, as in others, Algeria only applied the principle of reciprocity. And when France raises its obstacles, Algeria will respond with similar measures. The French authorities have been officially informed of this Algerian position, which is still in effect.

In its closing paragraphs, the French head of state to his first minister remembers a number of bilateral differences that should be worked on. For its part, Algeria intends, through the channels. DiplomacyOffering other disputes with the French side, which should in turn be subject to the same endeavor to find settlements for them. ”The statement concludes.
