Algeria – Chad: Signing of minutes of talks in the field of hydrocarbons and mines – New Algeria

The Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, and the Minister of Petroleum, Mines and Geology of the Republic of Chad, Ndulinodji Alex Nyambaye, signed, on Thursday, at the headquarters of the Ministry of Hydrocarbons and Mines, minutes of talks that culminated in the program of the working visit carried out by the Chadian minister to Algeria, according to a ministry statement.

This visit, which took place at the invitation of the Minister of State, Minister of Hydrocarbons and Mines, falls within the context of the positive dynamic witnessed by the cooperation relations between the two countries, and aims to expand the horizons of partnership in the fields of petroleum, mines and geology, in addition to examining the possibilities of expanding cooperation to include activities of common interest, especially refining, petrochemistry, and related activities, which contributes to building a sustainable and profitable partnership for both parties.

The minutes of the talks included a number of basic cooperation axes, centered around strengthening the regulatory and legal framework for the hydrocarbons sector, through exchanging experiences and accompanying the Algerian side with its Chadian counterpart, especially through developing cooperation between the ALNAFT and ARH agencies on the Algerian side and ARSAT on the Chadian side, while studying the conclusion of specialized cooperation agreements.

The two parties also agreed to develop cooperation in the field of hydrocarbons, especially in exploration and production activities, increasing oil production, refining, petrochemistry, valorizing gas and reducing its flaring, in addition to transferring knowledge and technical assistance, while examining the possibility of the Sonatrach group participating in priority hydrocarbon projects in the Republic of Chad.

In the field of liquefied petroleum gas (GPL), the two sides discussed ways to develop the entire value chain, from production to distribution, and strengthen the regulatory framework and safety standards, while confirming Algeria’s readiness to provide support in the areas of training, exchanging experiences and technical accompaniment, and studying the development of joint projects.

The step took place in the presence of the Secretary of State to the Minister of Hydrocarbons and Mines, in charge of mines, Karima Bakir Tafer, executives from the Ministry, the President and Director General of the Sonatrach Complex, Noureddine Daoudi, the President and Director General of the Sonaram Complex, Reda Belhaj, the President of the National Agency for the Valuation of Hydrocarbon Resources, Samir Bakhti, the President of the National Agency for Mining Activities (ANAM), Mourad Hanifi, and the Director of the Managing Committee of the Geological Service Agency of Algeria. (ASGA), Karim Mokhtar, and representative of the Head of the Fuel Regulatory Authority, within the framework of strengthening bilateral cooperation relations between Algeria and the Republic of Chad in the fields of hydrocarbons and mines, and establishing practical mechanisms that ensure effective follow-up of what has been agreed upon,

As for the mining sector, the two parties stressed the importance of strengthening cooperation in view of the geological potential that the two countries abound, through exchanging experiences in the exploration and sustainable exploitation of mining resources, especially rare metals, industrial minerals and precious stones, in addition to developing joint programs for research, training and exchanging experts.

The two parties also discussed developing local content by enhancing the local conversion of fuels, valuing resources, and benefiting from the Algerian experience in integrating local content and training the national workforce, which contributes to creating added value and supporting sustainable economic development.

In the field of training and transfer of competencies, the two sides agreed to upgrade training programs and exchange experts, relying on national institutions, especially Sonatrach, while encouraging applied research and scientific cooperation between universities and research centers in the two countries.

To ensure effective implementation and follow-up, it was decided to establish two joint working groups, one in the field of hydrocarbons and the other in the field of mines, responsible for identifying opportunities for cooperation and partnership and following up on the implementation of what was agreed upon.

On the occasion of the agreement to strengthen the legal framework for cooperation by preparing and concluding a set of agreements, including a memorandum of understanding in the field of mines and geology, a cooperation agreement in the field of hydrocarbons, an agreement between the sector control bodies in the two countries, a partnership agreement between Sonatrach and the Chadian Hydrocarbons Company (SHT), in addition to an agreement in the field of training to enhance the capabilities of Chadian tires through specialized programs supervised by Algerian training institutes.
