The Minister of National Solidarity, Family and Women’s Issues, Dr. Soria Moulouji, accompanied by the Minister of Labour, Employment and Social Security, Mr. Abdelhak Saihi, on Monday, according to a statement by the Ministry, at the ceremony of launching the electronic card directed to the benefit of the needy and not socially insured, which comes as the culmination of an integrated path of government coordination and the tireless work undertaken by the Ministry of National Solidarity in preparing regulatory texts and controlling practical procedures, in implementation of the program of the President of the Republic, Abdelmadjid Tebboune, which emphasizes the social character of the Algerian state and the strengthening of national solidarity mechanisms. And social solidarity.
The Minister confirmed that the National Solidarity Sector initiated a series of joint ministerial decisions, which formed the practical regulatory framework to activate and embody the provisions of Executive Decree No. 24-287, which specifies the modalities of medical care for the needy who are not socially insured, especially those suffering from chronic diseases and their minor children who are cared for, in a way that ensures efficiency in targeting and application, and transparency in benefiting from this vital social right.
The same spokeswoman added that among these joint ministerial decisions signed between the National Solidarity, Family and Women’s Issues Sector, the Labor, Employment and Social Security Sector in addition to the Ministry of Health and the Ministry of Finance, is a decision that specifies the methods of organizing and working of the state committees charged with studying requests to benefit from medicines for the needy and uninsured socially.

The Minister continued that she had issued instructions at the central level to strictly follow up on the progress of this file at the level of each state and to periodically and continuously evaluate the process, noting that the second joint ministerial decision came to specify the list of medicines that benefit the needy and not socially insured, which included approximately 1,000 pharmaceutical substances, as the benefit from the free of these medicines, which falls on the state through the Ministry of National Solidarity, will be 100 percent, without taking into account the number or amount of prescriptions, while ensuring that this process is monitored and followed up. By the interests of the National Social Insurance Fund for wage-earners.
On the other hand, the Minister of Labor highlighted that this measure comes as an embodiment of a sovereign decision that expresses a clear political will that places the human being at the center of public policies and enshrines the right to health, treatment and medicine as a right guaranteed by the Constitution, noting that Algeria, since the President of the Republic took office, has witnessed profound social reforms and historic decisions that restored respect to the social state and put an end to the logic of exclusion and marginalization, by harnessing significant financial and human capabilities to ensure free treatment, support the health system, and achieve comprehensive care. citizens without discrimination.
As Saihi explained, the new electronic card represents the title of a modern public policy, based on digitization, transparency, and equal opportunities, and contributes to eliminating bureaucracy, in a way that preserves the dignity of the citizen and ensures that medicine reaches its beneficiaries directly and effectively.
