A new phase of political and party work in Algeria

The National People’s Assembly resumed its work, on Monday, by holding a public session chaired by the Speaker of the Assembly, Ibrahim Bougali, in which the representatives voted on the draft organic law related to political parties, in the presence of the Minister of the Interior, Local Communities and Transport, Said Saioud, in his capacity as a representative of the government, the Minister of Relations with Parliament, Najiba Djilali, and members of the government staff.

The rapporteur of the Legal and Administrative Affairs, Liberties and Human Rights Committee, Ibn Yato Salem, presented the supplementary report on the project, highlighting the importance of the discussions that influenced the content of this draft organic law, which falls within the context of the deep political reforms taking place in Algeria, with the aim of establishing a modern legal framework that regulates party life on clear and transparent foundations, and enhances the role of political parties in framing and effective participation in national decision-making, in a way that serves the stability of the state and strengthens its internal front in the face of various challenges.

The rapporteur also explained in his presentation that the members of the committee followed with particular care the observations and suggestions made by the heads of the parliamentary groups during the general discussion that took place in the public session held last February, pointing in the same context to the role of the members of the committee, headed by Abdelkader Toumi, Chairman of the committee, and their keenness to achieve a balance between ensuring freedom of party work on the one hand, and preserving public order and respecting the nation’s principles and values, on the other hand.

According to the same speaker, the committee also proposed formal amendments to some articles, and reworded some of them to achieve greater accuracy and clarity, with the inclusion of a new article.

The committee’s discussions resulted in the acceptance of one amendment, and not the adoption of one amendment, for legal and objective considerations. Consensus formulas were also reached regarding 6 amendments, while 5 other amendments were withdrawn, after their authors were convinced of the clarifications provided, and amendments were made to 4 articles, to enhance the harmony of the text and enhance its effectiveness.

Following the vote, Minister Saioud stressed that this draft law falls within the deep political, economic and social reforms initiated by the President of the Republic, Abdelmadjid Tebboune, and that this draft establishes a new phase of political action and partisan commitment.
