The Minister of the Interior highlights the importance of “establishing solid legal foundations for renewed partisan life” – New Algeria

Text aims Organic law relating to political partiesto establish solid legal and organizational foundations for renewed partisan life, as confirmed by the Minister of Interior, Local Communities and Transport, Al-Saeed Saeed, on Sunday, before the Legal and Administrative Affairs Committee of the National Assembly.
Saeed said during The hearing was chaired by the Chairman of the CommitteeMohamed Rabah, in the presence of Minister of Relations with Parliament Najiba Djilali, said that the aim of this law is “to establish solid legal and regulatory foundations for a renewed party life based on professionalism and commitment.”
The minister pointed out that the text aims to “establish a clear legal framework that allows political parties to reorganize and structure their internal affairs in accordance with democratic principles, deliberation of responsibilities, transparency, and accountability, while providing the legal framework capable of controlling and regulating the relationship between political parties and the administration.”
The text of the organic law related to political parties, voted on by the National People’s Assembly, includes 97 articles distributed over 7 chapters, and includes a set of new provisions and others that have been revised, which are distributed among 16 chapters.
Among the new provisions: “Those elected to elected councils are prohibited from changing their party affiliation on the basis of which they were elected during the electoral term, and this results in stripping them of the electoral term by force of law.”
This also limited the term of office of the political party official to five years, renewable only once. It also obligated the parties to establish permanent local structures covering all states of the country, as Mr. Saeed indicated. The text establishes the principles of transparency, accountability, and anti-corruption in party activity, prevents foreign funding, enhances oversight of party funding sources, and also allows the formation of political alliances between parties or mergers within a clear legal framework.
According to the head of the relevant committee in the National Assembly, this project seeks to “achieve a balance between freedom of political action on the one hand and the necessity of respecting the law and preserving the stability of the state and its institutions on the other hand, in a way that contributes to developing party activity, revitalizing political life and promoting democratic participation in Algeria.”
