A new law to improve political practice in Algeria

Algeria is working to consolidate its democratic path and advance political practice, through the new parties law, which would reorganize political practice on more effective constitutional, legal and institutional foundations, which will enhance political and institutional stability.

According to a statement by the Ministry of the Interior, the Legal and Administrative Affairs, Human Rights, Local Organization and Territorial Affairs Committee of the National Assembly held a hearing with the Minister of the Interior and Local Communities, Saeed Saeed, during which he presented the text of the organic law related to political parties, voted on by the National People’s Assembly on March 9, 2026.

The Minister explained that this text is of great importance within the legislative system related to rights and freedoms, as it is one of the main pillars that frames political life and regulates party work in Algeria, and this law will form one of the solid pillars that enable political parties to carry out their activities within a more organized and effective legal framework, and allow them to carry out their constitutional role.

The Minister added that this text received special attention from the President of the Republic, as part of his efforts to reorganize political practice on more effective constitutional, legal and institutional foundations, making political parties influential forces and a basic pillar for building strong and credible institutions that contribute to consolidating the rule of law and enhancing political and institutional stability in the country.

In this regard, the Minister highlighted the President of the Republic’s keenness to involve all actors in preparing, discussing, studying and enriching this text, by opening the way for in-depth studies and extensive consultations that included various political actors, academic elites and legal experts.

Saeed Saeed pointed out that this process took place through several successive stages, culminating in the preparation of a final, integrated version of the draft organic law before it was voted on unanimously in the National People’s Assembly, after it had been the subject of extensive discussions. The Legal and Administrative Affairs, Freedoms and Human Rights Committee was keen to expand the circle of consultations to include those with experience and expertise, and to listen to 23 political parties. These discussions were characterized by extremely important enrichment, high responsibility, and a deep-rooted national spirit.

The same speaker reviewed the various aspects of the text of the law, explaining that it is based on the principles of the constitutional amendment of 2020, which constituted a turning point in the path of political reform, whereby the necessity emerged of adapting Organic Law No. 12-04 of 2012, related to political parties, with constitutional developments, and addressing the practical problems that emerged from the experience of its implementation during the past years, whether with regard to procedures, the internal organization of the parties, their relationship with the administration, and the extent of their commitment. The Minister added that this organic law aims to provide a clear and integrated legal framework that allows political parties to carry out their activities under precise rules based on transparency, accountability, and respect for the principles of pluralism and fair political competition, and to establish solid legal and regulatory foundations for renewed partisan life based on professionalism and commitment, in a way that enhances the stability of the state and the credibility of political practice, and responds to the requirements of modern political work.
