Officially…there is no return to the proportional retirement law – New Algeria

The Minister of Labour, Employment and Social Security said Abdul Haq SayhiIn his response to a parliamentary question about the possibility of returning to the proportional retirement law presented by Representative Khadija Belkadi from the Algiers electoral district, he said, “A return to the previous regime is completely off the table.”
The minister confirmed, the day before yesterday, in his answer to this question that it raises major problems that must be studied from all aspects, noting that “Law 97-13, which was repealed, came in a difficult economic circumstance and this was during the period extending between 2012-2016, as the conditions were very difficult for financing,” stressing in the same context that a return to relative retirement or Retirement Without the age requirement, it contradicts the boom and dynamism that the country is witnessing, as the growth rate exceeds 4.6 percent, and we place hopes on reaching an internal product estimated at 400 billion dollars, which currently requires a large workforce and productive force to achieve this goal set by the President of the Republic, Abdelmadjid Tebboune, so that Algeria remains a leader in the economic field.”
The minister explained that “in this case we need a workforce and it is not possible to ask the workers to leave before the age of 60.” Citing the number of countries, according to him, that have raised the retirement age, as in some Western countries it reaches 70 or even 75 years, and in some East Asian countries it reaches 80 years.
Saihi stressed that the goal is to maintain the financial balance of retirement funds, and at the same time ensure the principle of solidarity between generations, explaining that workers stopping paying contributions early may affect this balance and the ability of the funds to fulfill their obligations towards retirees. The Minister of Labor also reminded that the state continues to accompany retirees, by valuing Retirement pensions Annually, in implementation of the provisions of Article 43 of Law No. 83 relating to retirement.
This came in response to a parliamentary question by MP Khadija Belkadi in which she said, “The government’s decision to abolish the proportional retirement law by Order 16/15 without prior warning and under the pretext of the National Retirement Fund’s inability in 2016 brought injustice and hardship to the employees, especially the category that had worked 32 years of active service and were no longer able to provide more efforts in their field of work despite the large youth pool of graduates of universities and specialized training institutes who aspire to obtain job opportunities by replacing retirees in their field of work.” Their job positions and in order to inject new and qualified energies into the labor market.”
