Saeed: An executive decree is under study to establish a new organizational structure for the management of municipalities – Algerian Al-Hiwar newspaper

The Minister of the Interior, Local Communities and Urban Development announced, Al-Saeed Saeedtoday in Algiers, announced the preparation of a draft executive decree aimed at establishing a model organizational structure that allows the establishment of a new organizational vision in the field of municipal management.

The Minister explained, during a public session devoted to asking oral questions: National People’s AssemblyHis ministerial departments are in the process of preparing a draft executive decree that includes a model organizational structure for municipalities that will handle the non-centralized tasks of the state.

Saeed pointed out that this decree aims to establish a new organizational outlook in municipal administration, by setting a reference framework that allows municipalities to prepare organizational structures consistent with their specificities and priorities, taking into account the level of supervision and the availability of necessary resources.

Regarding the municipalities that had previously prepared draft organizational structures, the Minister explained that their study had been postponed until the model organizational structure was approved, in addition to the results of the recent general census of population and housing, given that the number of residents in each municipality is among the approved standards in this field.

In response to a question regarding the creation of new municipalities in some states, the minister stressed that the matter requires amending the law related to the regional organization of the country, explaining that the approved standards are not limited to geographical aspects only. He also pointed out that municipalities, within the framework of promoting decentralization, can establish delegations or administrative attachés within the limits of their jurisdictions to provide public services with a mandate from the Municipal People’s Assembly.
