New procedures to protect workers’ rights in Algeria

The Minister of Labour, Employment and Social Security, Abdul Haq Sayhi, stressed the necessity of workers’ rights in the field of social security by intensifying field outings and strengthening follow-up and accompaniment mechanisms in a way that enshrines the principles of justice and fairness, in order to consolidate the social dimension of the state.

The Minister of Labor, within the framework of periodically monitoring the functioning of the bodies under guardianship, preserving the financial balances of the social security funds and ensuring their sustainability in a way that achieves the continuity of performing their tasks in the service of the socially insured, held a meeting that included the general directors of the funds: social insurance for salaried workers, social security for non-salaried workers and retirement, in the presence of the central administration frameworks. The meeting was devoted to assessing the extent of implementation of the instructions related to the status of the financial balances of these funds and following up on the measures adopted to address the imbalances and enhance the efficiency of management.

The Minister listened to presentations made by general directors that addressed current financial indicators, mechanisms for controlling expenditures, and paths to improving collections, in addition to the procedures adopted to strengthen financial stability and ensure continuity of performance and services in the best conditions.

Saihi issued a set of instructions and directives, in which he stressed the need to maintain the financial balances of the funds by rationalizing expenditures, improving governance, and enhancing modern control and management tools, without prejudice to the rights of the social insured in the field of social coverage and the payments associated with it. As well as protecting workers’ rights in the field of social security by intensifying field outings and strengthening follow-up and accompaniment mechanisms in a way that enshrines the principles of justice and fairness, in order to consolidate the social dimension of the state.

The same speaker also stressed the necessity of accelerating digital transformation and adopting remote digital services, to reduce the hassle of transporting employees, speed up file processing, dispense with inappropriate traditional management patterns, and build an integrated and secure digital system that guarantees the flow of information, the accuracy of processing, and the transparency of procedures.

The Minister highlighted the need to make improving the quality of public service a top priority, by simplifying administrative procedures, reviewing organizational paths, and adopting an approach centered on the citizen as the focus of the process, while ensuring that their concerns are quickly addressed, enhancing coordination and integration between the various bodies under supervision, and exchanging experiences and data, to achieve harmony in performance, raise the level of efficiency and effectiveness, and provide modern services that suit the aspirations of citizens and are consistent with national trends aimed at modernizing administration and consolidating transparency, digitization, and good governance.

The Minister reiterated that maintaining financial balances and enhancing the quality of public service constitute two complementary and inseparable paths, and that unifying efforts and joint work are the basis for building a strong and sustainable social security system that improves the quality of services provided to citizens and meets their legitimate aspirations in the field of social security.
