Saifi Gharib added that data has become a strategic asset for the state, no less important than land, water, and energy, because it falls within the state’s sovereignty and is considered a crucial element in supporting public decision-making and improving the effectiveness of public policies. This has necessitated the establishment of an integrated governance system that guarantees the state’s sovereignty over its data, and frames the methods of producing, exchanging, and exploiting it in a safe and responsible way, in a way that stimulates enhanced performance and consolidates the confidence of citizens and economic operators in managing and using data. Thus improving the quality and efficiency of public services, directing investment and supporting government performance, as well as accelerating the pace of comprehensive digital transformation. Hence, the national data governance system is of great strategic importance, both at the national and international levels.

The Prime Minister highlighted that the national data governance system has formed a fundamental pillar that plays a pivotal role in consolidating the state’s digital sovereignty and rational control of data as a strategic resource, by strengthening information security systems, enhancing data protection, and ensuring its reliability and sustainability. This has contributed to improving the quality of public decision-making and providing the necessary knowledge foundations for the success of deep and comprehensive structural reforms, based on optimal investment in accurate and reliable data, within a framework that dedicates Principles of transparency, security and trust.

Saifi Gharib pointed out that this system plays a strategic role in enhancing the attractiveness of investment and developing the digital economy, by establishing a clear and reliable institutional and legal framework for data governance, which ensures clarity of rules, stability of legislation, and data protection, in a way that enhances the confidence of economic actors and national and international investors by improving access to reliable and exploitable data, encouraging innovation and developing new digital business models, and supporting interoperability between systems, which contributes to accelerating the pace of digital transformation, resurrecting and developing the digital economy, and creating Added value and investment opportunities based on digital technology and data as two basic levers for achieving sustainable development.

The Prime Minister stated that the system is working to establish and consolidate the importance of data as a pivotal tributary to innovation, by adopting advanced governance mechanisms to index and classify data, regulate the conditions for access to it, and direct its exploitation and reuse. This would contribute to enhancing transparency, stimulating digital innovation and entrepreneurship systems, supporting applied global research, and developing digital solutions with high added value, in a way that supports the achievement of sustainable and comprehensive economic and social development, and enhances digital sovereignty.
