A parliamentary proposal to create a new municipality in Ghar Jbeilat – New Algeria

The representative in the lower chamber, Ribhi Ahmed, sent a written parliamentary correspondence to the Minister of the Interior, Local Communities and Transport, in which he called for the creation of a new municipality in Ghar Jbeilat in the state of Tindouf, and proposed naming it after the late President Houari Boumediene, in memory of a symbol of the national state and the leadership memory of the nation.
The letter was based on the Constitution, especially Articles 7, 117 and 158, and the amended and supplemented Organic Law No. 16-12, especially Articles 69, 73 and 74, in addition to Law No. 01-01 relating to the amended Member of Parliament, especially Articles 3, 5, 7 and 8, as well as the internal regulations of the National People’s Assembly.
The representative explained that the establishment of a mining city in Ghara Jbeilat is considered a boost to the national economy and social and administrative stability, given the project’s provision of more than 25,000 permanent and temporary jobs, which necessitates – according to the text of the question – the provision of public equipment and administrative spaces that perform public service.
The questioner pointed out that “the country is about to review the draft administrative and territorial division law, which makes it necessary to urgently accompany this major economic achievement by creating and establishing a new municipality in the state of Tindouf, within the territorial territory of the Gara Jbeilat region.”
The question also included a proposal to name the new municipality after “the name of the late president and mujahid Mohamed Boukhrouba, called Colonel Houari Boumediene, in honor of his role in establishing the foundations of the sovereign state, and in remembrance of his sacrifices and the sacrifices of the martyrs and mujahideen.”
At the conclusion of his correspondence, Representative Ribhi Ahmed asked “the reasons why the Ministry of Interior’s interests did not propose establishing a new municipality in Gara Jbeilat during the review of the draft law on the regional organization of the country, and about the possibility of proposing to name it after the late President Houari Boumediene, in honor of the leadership memory of the nation.”
