13 deterrent measures against absent final year students – New Algeria

The outcomes of the forum that was organized last January 20 on “the phenomenon of absences of final year students,” referring to middle and secondary education students, led to a set of measures being taken that would reduce the phenomenon of mass migration to the final year sections, especially the third year of secondary school. This has turned into an obsession that disturbs the normal course of lessons and disrupts the “authenticity” of regular lessons, as most, if not all, educational institutions have failed to address this phenomenon.

According to a letter addressed to secondary education directors across the state of Oum El Bouaghi, a copy of which “elhiwar us” has, 13 measures were taken, all of them deterrent, against “rebellious” students fleeing to private lessons, abandoning regular lessons. It was emphasized at the beginning that it was necessary to follow up on students’ absences and tardiness in the records and documents approved for this purpose, and in the event of repeated absences, Sending notices: the first notice, the second notice, then the excuse and then the cancellation.

The correspondent stressed that “medical certificates from a general practitioner are not accepted except after approval from the Detection and Follow-up Unit, and medical certificates are only accepted from a specialist doctor or hospital stay.” On the other hand, “the guardian’s justification is only accepted in cases of absences that do not extend more than 48 hours.”

The deterrent measures taken amounted to “depriving absent students of repeating and placing a mark of zero on assignments, exams, and continuous evaluation.” The tasks of recording absences were assigned to teachers who were obligated to teach and present the lesson, even with one student, while obliging them to set their work hours and sign attendance according to each class. “The necessity of activating the role of the school guidance counselor in awareness, sensitization, and guidance was also emphasized.”

Previously, a ministerial decision was issued regarding the attendance of students in educational institutions, stipulating provisions that set the methods and procedures related to monitoring the attendance of students in educational institutions. “Persistence” means the students’ commitment to regularity and study in attendance, as repeated, unjustified absences result in deterrent measures, up to their removal from the institution’s lists of their own free will.

The decision obliges students to attend all lessons and practical work classes scheduled in the official timetable and to participate in all supplementary activities programmed legally. Exemption from physical education and sports classes is only possible for health reasons and based on a medical certificate issued by the school health doctor, and if that is not possible, then a doctor from the public health sector or from a sworn or certified doctor. They must come to the institution at least five minutes before starting work within the departments, while boarding students join the institution either on the eve of resuming lessons or at least an hour later. They accept it and leave after the last lessons that precede their periods of rest and vacation.
