Molouji: 1 billion and 62 million dinars to finance 1,679 projects for people with special needs – New Algeria

The Minister of National Solidarity, Family and Women’s Issues, Soria Mulji, highlighted the major axes of her sector’s work plan for the current year, during the presentation of the Solidarity Sector’s outcome for the past year to members of the Health, Social Affairs, Labor and Vocational Training Committee of the National People’s Assembly yesterday.
The first official in charge of the solidarity sector began her presentation of the work plan of her ministerial department for the year 2026, by saying that the basic tasks of her sector are to enhance and value social gains, while continuing to work to promote them in a way that responds to the aspirations of the segments responsible for them, by developing transparent mechanisms that guarantee the real and accurate targeting of these groups, through updating and intensifying the legal and regulatory frameworks, in a way that allows ensuring decent living and qualitative care for the needs of deserving groups, especially The category of people with special needs, and paying attention to the status of women and their economic, social and political empowerment, while working to develop the individual capabilities of social groups in a difficult situation or in a situation of deprivation through technical mechanisms that contribute to their integration, accompanied by measures aimed at improving performance and enhancing human capabilities within the sector.
From this standpoint, the solidarity sector has developed a clearly defined road map according to an effective policy based on follow-up and evaluation, and according to the priorities and requirements directly related to the groups that need care, care and accompaniment within reasonable deadlines, and in a way that reflects full government coordination as an embodiment of President Tebboune’s program and his commitments to the various groups of society.
In this regard, the protection and promotion of people with special needs is a top priority for the National Solidarity Sector, and in order to enhance care and rights, the government representative says, Law No. 01-25 of February 20, 2025 was issued relating to their protection and promotion of their rights, a law that combines in its provisions social and judicial prevention and protection with the provision of mechanisms that will enable people with special needs to access various fields of life, social, professional, cultural and sports.
The same sector has completed, according to Minister Mulji, the preparation of draft regulatory texts in force, and their number has reached 12 regulatory texts, nine of which have been approved, and the remaining three texts are under study at the level of the General Secretariat of the government. In order to preserve the acquired rights of people with special needs and provide optimal care for them, especially those who benefit from the lump-sum solidarity grant, Article 19 of Executive Decree No. 325-24 of October 1, 2024 was amended, which specifies the categories that benefit from The lump sum grant, as well as the conditions and methods for benefiting from it, was issued by Executive Decree 307-25 issued on November 16, amending and supplementing the provisions of the aforementioned Executive Decree.
In this context, it has been established that every person suffering from a motor or mental disability will benefit 100 percent, and who previously had acquired rights, from the lump-sum National Solidarity Grant, regardless of whether his spouse benefits from any income, whatever its nature.
Enabling every person aged 18 years and above who has obtained a person with special needs card to benefit from the lump-sum grant, regardless of his or her spouse’s benefit from any income, whatever its nature. To enhance the rights of the aforementioned group, the National Council for this group was installed, to confirm the methodology of participatory and advisory work adopted by the Ministry of Solidarity in embodying the sector’s programmes.
In the field of specialized education, the Solidarity Sector has a public institutional network that guarantees specialized education and education for children with special needs according to adapted methods and curricula, starting from the age of 3 years until the end of their educational path, as its number during the current academic season reached 242 institutions and 30 annexes, after the establishment of 3 new centers and 11 new annexes for the year 2025, which allowed for an increase in the number of pedagogical seats to exceed 38 thousand seats, while integration into the school environment Normally, 1,645 sections were registered open for the 2025 and 2026 academic seasons, of which 200 sections were open.
Regarding the care of people with autism spectrum disorder, the draft executive decree relating to the establishment of specialized centers was approved and signed by the Prime Minister, and is awaiting its issuance in the coming days according to the Minister of National Solidarity.
With regard to the professional and economic integration of people with special needs, and in parallel with the recognition of 1,600 people as disabled workers, this group is accompanied and encouraged to invest in the field of entrepreneurship, and more than 1,679 vocational projects have been allocated for the benefit of the aforementioned group.
On the other hand, according to the government representative, the National Solidarity Sector launched an electronic guide to accompany people with special needs, and financial appropriations were allocated to the program entitled “Persons with Special Needs to Purchase Equipment and Technical Assistance for the Same Category, with a financial value of 1 billion and 62 million dinars, for the year 2026, with an increase estimated at 4 percent compared to last year. Financial appropriations were also allocated to the program to cover the expenses of free transportation and a reduction in its prices, estimated at 327 million and 488 thousand FZD, with the issuance of the executive decree specifying how to benefit from free transportation or a reduction in its prices the day before yesterday. The value of the reductions in transportation prices via roads, railways, and air transportation amounted to 80 percent instead of 50 percent, as well as the same reduction in internal sea transportation, in addition to free public transportation for urban and semi-urban people.
