A qualitative leap for the benefit of people with special needs in Algeria

The Ministry of National Solidarity, Family, and Women’s Issues revealed a qualitative leap for the benefit of people with special needs, including free transportation or reduced prices, within the framework of equal opportunities, solidarity, and full participation for all without discrimination.

The Ministry of National Solidarity, Family, and Women’s Issues explained, in a statement on Monday, that in accordance with the provisions of Law No. 25-01 dated Shaaban 21, 1446, corresponding to February 20, 2025, relating to the protection and promotion of persons with special needs, and in implementation of Article 15 thereof, Executive Decree No. 26-80, dated Rajab 25, 1447, corresponding to January 14, 2026, was issued and specifies How people with special needs can benefit from free transportation or reduced prices in Official Gazette No. 08. This decree confirms the great interest that the Algerian state, led by the President of the Republic, Mr. Abdelmadjid Tebboune, pays attention to caring for people with special needs, promoting their rights and providing the necessary facilities to enhance their participation and contribution to public life. It also aims to enhance their independence and integrate them into social, economic and cultural activities, which will allow achieving a higher degree of equality in various aspects. The areas, particularly training, employment, and creating investment opportunities.

The same departments added that one of the most important privileges included in this decree is free public transportation for urban and semi-urban people for all people with special needs, free transportation via land transportation for passengers and railways, and sea and public internal transportation for people with special needs whose percentage of disability is equal to or greater than 80 percent and 100 percent, an 80 percent reduction in land transportation prices for passengers via road and railway, and internal public sea transportation for people whose percentage of disability is equal to or greater. 50 percent and less than 80 percent.

As stated in the decree, an 80 percent reduction in economy class fares for passengers on domestic air transport for this category whose percentage of disability is equal to 100 percent. Companions of persons with special needs who have a special needs card bearing the sign “needs a companion” for each person also benefit from the same measures mentioned above. This decree also highlights that public transport institutions are concerned with transporting persons with special needs, and these measures represent a qualitative shift towards a society built on equal opportunities, solidarity and full participation for all. Without discrimination, and to implement the provisions of this decree, the National Solidarity Sector works to conclude contracts with public dealers for the transportation of passengers.

The expenses resulting from the implementation of free transportation and reductions in transportation prices granted to persons with special needs are the responsibility of the Ministry in charge of National Solidarity through the financial appropriations recorded annually in the Ministry’s program portfolio.
