“Kinshasa Agreement”… the biggest sporting scandal in the history of “CAF”?!

🔹On October 6, 2025, the 47th CAF General Assembly was held in Kinshasa (Congo). A regular and protocol meeting was on its agenda, but behind the scenes there was a real settlement, the results of which would appear later.

Only three weeks later: a new refereeing committee within CAF, with Congolese Olivi Safari-Kabeni appointed as its head, succeeding Ivorian Doui Noumendez.

The legal justification was based on Article No. 8 of the CAF regulations, which stipulates that the arbitration committee is appointed by members of the Executive Office after their nomination. But what happened is that there was no nomination, no voting, and no announcement. The process was a settlement and nothing more.

We now return to the Chairman of the Committee, who had the rug pulled from under his feet and left through the narrow door: Ivorian Douille Noumendez.

From the outside, it may seem like a normal rotation of positions, but the reality was far from that.

Nomandis received a direct phone call from Fawzi Lakjaa on July 27, 2025, while he was on a mission in Tanzania, just moments after the end of the Women’s Africa Cup of Nations final between Morocco and Nigeria.

The call was brief and decisive: “Go back to your country, your mission is over.” This was a decision taken at that moment in response to Morocco’s loss of the African title on its soil, amidst chaos and chaos in which the Namibian referee who managed the match was subjected to a severe rebuke without anyone intervening.

🔹 We now return to before the CAF meeting in Congo…

There was a financial audit office – a Moroccan national – that began examining CAF’s accounts.
The audit revealed violations, the movement of funds without a trace, and loopholes that affected the Secretary-General of the African Union, the Congolese Veron Mosengo Omba.

After weeks of waiting for his fate and being threatened with imprisonment, the settlement was finally reached in Kinshasa: a settlement between the Secretary-General and Lakjaa… ignoring the financial audit and accounting file in exchange for handing over the keys of arbitration once and for all to the president of the Royal Moroccan University.

It was necessary not to leave anything to chance, to avoid a repeat of the women’s final, and to close all possible gaps for Morocco, which was preparing to host the African Cup in two months.

🔹 The Secretary-General, who in Motsepe’s permanent absence practically performs the functions of CAF President, decided immediately after this agreement to move to the implementation stage: appointing a former referee from his country, little known, named Olivier Safari-Kabini.

What was required was not a great or history-making referee, but someone “fit for the task”, fearless, unwavering, and willing to move forward without leaving any room to chance.

Who is Kabini originally? He was an assistant referee on Jean-Jacques Ndala’s staff, with whom he officiated, for example, in the Confederation Cup final between USMA and Young Africans. In other words, he is a follower of Ndala…

Who is Ndala? He is the referee who officiated the opening match between Morocco and the Comoros, and he is the referee who officiated the controversial final😆.

👈 Follow me and focus a little:

A Congolese lobby in the service of the big corrupt…

The scene becomes entirely Congolese: the CAF general secretary from Congo, appoints a refereeing president from Congo, who appoints an opening and final referee from Congo (his friend), and assistants from Congo.

You can add, in addition to all of these, the President of the Congolese Football Federation, Betsen Kazadi Ditabala (the fourth vice-president of CAF), who put pressure on the Egyptian referee who officiated her country’s match against Algeria, but her attempts were unsuccessful, and the referee, Mohamed Maarouf, was excluded from the tournament at the price of the final, as the Congolese lobby asked him to leave Morocco, because there is no place for anyone who does not enter this system.

Thus, out of 27 referees during the African Cup, seven + 2 were used repeatedly and intentionally in implementing plans, while excluding the rest (including the best African referee: Algerian Mustapha Ghorbal)… All for the purpose of implementing one path: winning the title for Morocco and eliminating those who do not want it.

These are: Ghislaine Acho (Gabon), Jean-Jacques Ndala (Congo), Abongile (South Africa), Issa Cé + Bouba Traoré (Senegal), Daniel Laria (Ghana), Abdou Mivère (Cameroon), and the Mauritanian Dahan Bida (Mauritania) and Haitham Guirat (Tunisia).

The problem is that this lobby did not content itself with completely controlling the jury, but rather moved on to provocation. Are you protesting against Senegalese referee Issa Sy and not awarding a penalty kick to Tanzania? We appoint him as a provocateur in the Algeria-Nigeria match, and he does what we want.

Algeria was damaged in this match by the mouse room, which contained the Gabonese Ghislain Achou. After its report to CAF and FIFA, it passes to the maximum provocation by appointing it in the final and in the same place, the mouse room. It was he who asked Ndala to come in for Brahim Diaz’s penalty kick.

👈 Then came the final: Minute 90+7. A crowded stadium, great tension…a penalty kick for Morocco after a goal for Senegal that was not awarded.

The mouse, as usual, works from one side, then the kick is wasted in a strange and strange way, then extra time, then comes Bab Ghai’s goal, which ends everything, and repeats what happened to the Moroccan women’s national team in front of Faouzi Lakjaa’s eyes at the worst moment in his life.

🔹 Result: Everything that was engineered, all the conspiracies, financial settlements, and cover-ups of corruption, and all the rulers who participated in this Moroccan conspiracy carried out by a Congolese (and we are talking here about a corrupt Moroccan inside a lobby and not about the Moroccan people), fell into the water with an amazing divine ability in an end that no one expected.

What is certain is that what comes after Morocco in 2025 will not resemble what came before it.

Everyone knows the story of the “Kinshasa Agreement,” who is behind it and who is implementing it. It is no longer a secret within CAF; A body that is experiencing the most dangerous stages of institutional kidnapping in a way that did not happen even in the black and white era.

In these circumstances, it has become necessary for the only party capable – in theory, if not also complicit – to act to protect what remains of the game’s credibility: FIFA.

The issue has long since passed the stage of hidden bias and behind-the-scenes play, and has moved to public planning and control of paths and results.

The end was shocking and theatrical scenes that were witnessed not only by Africans, but by the entire world, including FIFA President Gianni Infantino, as he watched the farce from the front row, on a night of history that revealed what was being conducted in the shadows, exposed the network of influence that engineered the tournament, and sank the “Kinshasa Agreement” in the water with Senegalese feet.

Thus the tournament ended in Rabat… but the story is not over, and the rest is to come…
