The meeting led to the completion of the legislative process to discuss the new draft traffic law in a way that serves the public interest and maintains social stability.

According to some data leaked by Senator Khalifati Kamal, members of the National Assembly reported the concerns of citizens and transporters in all honesty to the Minister of the Interior and local communities, and it was confirmed that the current wording of some of the articles discussed will be reconsidered in a way that achieves a balance between the necessary deterrence and the awareness dimension and takes into account the field reality of transport professionals and drivers in a way that serves the public interest and maintains social stability, especially those related to freedom-depriving articles (prison).

It is expected to accelerate the discussion of the project and agree on a solution platform that requires inviting an equal-member committee within a matter of days, which is the least expensive option instead of withdrawing or freezing the project. On the other hand, the government representative, according to participants in the meeting, expressed his support for launching a discussion on the controversial issues in the project, including sanctions, but he stressed the necessity of adopting the new legislative framework.

During the presentation, the Minister said that the legal reform comes within a comprehensive approach, in response to emerging challenges in the field of traffic, especially the high number of accidents, their severity, and the resulting human and material losses. He explained that the project is the result of work and coordination between the Ministry of Interior, local groups, the transportation sector, and other sectors, such as justice, the judiciary, and national security, which reflects a sincere will and a clear political vision aimed at building a society that respects the system and values ​​life.

The Minister stressed that the draft law carries a comprehensive update to national legislation in the field of traffic, and embodies the instructions of the President of the Republic aimed at strengthening measures and procedures that would eliminate the phenomenon of traffic insecurity and create a safe traffic environment. He added that the safety of citizens is not an option, but rather an explicit commitment by the state towards its people, and this comes through establishing a traffic culture among citizens.

According to the Minister, the project is considered a fundamental step towards a more disciplined and safer future, and embodies the fifty-fourth commitment of the President of the Republic to ensure citizen security and the safety of public and private property. He also explained that the new law enhances the preventive aspect and encourages the culture of reporting behaviors that affect traffic safety, while involving civil society in spreading the culture of traffic security. He stressed that the new update attaches great importance to the safety of the vehicle and the road and holds all parties criminally and civilly responsible in the event of violation of traffic rules, and sets measures and procedures to confront the rapid global changes that threaten traffic security and safety.

The main goal of this project is to reduce traffic accidents by addressing all causes related to the driver, the vehicle, or the surroundings of the road. It requires those responsible for roads and their maintenance to bear civil liability for accidents resulting from their work that does not conform to standards and specifications. This includes compensation for material damage to the road, its accessories, and its equipment. The project also holds responsible for all parties causing accidents, including tampering with technical monitoring reports, granting favouritious driving licenses, and those responsible for road maintenance, and criminalizes the submission of violation reports or inaccurate or misleading monitoring reports..

The project also includes modernizing the mechanisms for obtaining a driver’s license by requiring mandatory training, periodic medical examinations, and combating drug abuse to ensure the competence of drivers, in addition to regulating the transportation of people, goods, and dangerous materials, approving certificates of professional competence, respecting rest times for drivers, using modern monitoring devices, and developing a legal framework for electronic payment of fines, drug detection devices, fixed and mobile weighing stations, and information systems for monitoring accidents and black spots. The law also criminalizes the import, manufacture, and marketing of non-conforming spare parts, and increases penalties if they cause accidents. The project classifies violations according to their seriousness into violations, misdemeanors, and felonies, while specifying appropriate penalties and complementary measures.
