The Minister of National Education, Mohamed Saghir Saadawi, chaired, on Sunday evening, January 4, 2026, from the Ministry’s headquarters in Mouradia, a national symposium via remote video lecture technology, attended by executives from the central administration, education directors, and delegated directors.
The symposium was devoted to monitoring the progress of various educational and administrative processes this semester, providing the necessary guidance to ensure the proper application of legal and regulatory texts, and enhancing the quality of local management. It included the following points:
– Competition for hiring professors based on certificates:
At the beginning, the Minister stressed the need to strictly adhere to the legal procedures and controls governing the process of filing nomination files, especially those related to certificates, and to ensure transparency and equal opportunities among all candidates, in strict respect of the legal and regulatory texts governing them.
In this regard, the Minister opened the way for education directors to raise concerns and observations related to the situations they faced during the process of registering candidates, stressing the Ministry’s keenness to listen to all observations and address them in a way that ensures the smooth conduct of the competition, indicating the formation of a follow-up cell at the level of the central administration concerned with studying inquiries and providing the necessary clarifications regarding them.
The Minister also addressed the aspects related to acceptable certificates, recalling the supplementary circular for the list of certificates required for employment and promotion in the ranks belonging to the national education corps, which was subject to the approval of the General Directorate of Public Service.
– Concerning the states that have higher schools for teacher training or their annexes:
The Minister pointed out the high degree of coordination between the Ministry of National Education and the Ministry of Higher Education and Scientific Research in order to take care of the needs expressed regarding professors graduating from high schools for teachers, which led to the establishment of higher schools to train teachers, and the opening of many annexes in various states, with the aim of training the largest possible number of professors in the future for the sector.
In this regard, the Minister stressed the need to translate this central coordination into establishing a communication relationship between the directors of education in these states and the directors of higher schools to train teachers and their annexes, to learn about the reality of the training process in them within the framework of cooperation between the two ministries.
– Regarding the settlement of the status of members of trade union organizations:
The Minister of National Education confirmed that the treatment and settlement of the legal status of members of trade union organizations is carried out in full participation and agreement with the social partners within the framework of the provisions of Law No. 23-02, especially Articles 104 to 107 and Article 119 thereof, as well as in accordance with what was stipulated in Executive Decree No. 23-360 regarding the modalities of assignment to exercise permanent duties at the level of trade union organizations.
The Minister also explained that the Ministry is keen for this settlement to take place in a way that preserves the rights of all employees, while emphasizing that the union right is guaranteed constitutionally, and that the aim of these procedures is to correct the legal and administrative situations of members of union organizations, and to ensure their consistency with regulatory texts.
The Minister also gave instructions to the directors of education on the necessity of carrying out the processes of appointing those concerned to their positions, in conditions of respect, objectivity, and effectiveness, while merely recording the administrative statuses (enrolment or absence) without taking any other measures, until completing the study of the files submitted by the trade union organizations at the central level, and announcing the final lists of those assigned in accordance with what the law allows.
– Regarding the training day for ladies and gentlemen, General Secretaries:
The Minister touched on the training day that was organized on Saturday, January 3, 2026 in Blida for the benefit of ladies and gentlemen, secretaries-general of the education directorates, stressing the importance of the continuous training undertaken by the Ministry of National Education as a strategy to develop competencies and deepen the knowledge and functional balance to raise performance and carry out tasks and powers.
The Minister explained that this training aims to enable secretaries-general to perform their duties under the direct supervision of education directors, and to activate their legal powers in the field, thus enhancing the efficiency of administration and the effectiveness of educational work at the state level.
At the conclusion of his speech, the Minister directed education directors to continue the national campaign to clean and decorate educational institutions during this week, in a way that ensures a clean and healthy school environment, and at the same time enhances their sense of belonging and pride in their educational institutions. The Minister stressed the importance of involving students in this initiative during their free time, while respecting the progress of study, and encouraging various local actors and civil groups to contribute effectively to the success of the campaign.
The Minister also directed education directors to follow up on sports activities and intellectual and scientific competitions launched by the Ministry at the local level, while ensuring their effectiveness and keeping up with them accurately. Pointing out the need to promote the National School Innovation Competition through the official pages of the directorates, and urging all institutions to participate actively in a way that enhances the spirit of fair competition and highlights students’ achievements.
The Minister explained that the winners will receive significant honors in appreciation of their efforts, and to motivate the rest of the students to engage in such competitions and innovative activities, which will contribute to developing their skills and highlighting their talents.
