This is the most important thing stated in the annual report of the Accounting Council – Al-Hiwar newspaper in Algeria

The Accounting Council announced the issuance of its annual report for the year 2025, which includes a detailed presentation of the most prominent results of the oversight work completed within the framework of its annual oversight program, accompanied by a set of recommendations, in addition to the responses of the officials, legal representatives, and relevant guardian authorities, while respecting the applicable attendance procedures.

This report aims to improve the quality of public management and enhance the effectiveness of the use of public means, resources and funds by bodies subject to the oversight of the Accounting Council.

The report includes 13 inclusion notes and 38 recommendations, divided into three chapters devoted respectively to state administrations, local groups, and public facilities and institutions. It also included a fourth chapter in which the Council reviewed how it uses its financial and human resources, in addition to its activities in the field of international cooperation.

At the level of state administrations, the report touched on the results of four thematic oversight operations, which included assessing the resilience of the national health system in the face of health crises, the National Cancer Plan (2015-2019), and the completion of technological parks and public administration digitization projects by the National Agency for the Promotion and Development of Technological Parks, as well as the role of the state directorates of programming and budget follow-up in controlling public equipment operations.

As for local groups, the report presented the outcome of seven oversight operations that dealt with the quality of management in a number of municipalities, which included managing human resources, framing urban expansion, ensuring citizens’ access to basic public services, completing and rehabilitating sanitation networks, and programs for developing renewable energies and energy efficiency, in addition to evaluating the conditions for the organization and functioning of municipalities and their ability to effectively manage their financial resources.

Regarding public facilities and institutions, the report highlighted the results of two oversight operations, the first related to evaluating the results of research by subsidiary institutions affiliated with research centers of a scientific and technological nature, and the second was devoted to studying the conditions for the management of the National Coastal Conservation Area.
