10 proposals for technical amendment to the constitution and electoral system

On Saturday, the Director of the Office of the Presidency of the Republic gave a presentation that included 10 proposals regarding the technical amendment to the constitution and the organic law related to the electoral system, during a symposium whose launch was supervised by Prime Minister Sefi Gharib, at the Palace of Nations, in the presence of Director of the Office of the Presidency of the Republic, Boualem Boualem, members of the government, heads of political parties, and the acting head of the Independent National Authority for Elections.
The first proposal relates to the necessity of including the requirement to prove an educational level in order to run for the position of President of the Republic, specifying the body before which the oath is to be administered and the party to which the constitutional oath is to be administered, in addition to controlling the ceremony of taking the constitutional oath by proposing the optimal organizational arrangements. It was also suggested that the president may decide to call for the organization of prior local elections and delete the requirement to obtain the corresponding opinion of the Supreme Judicial Council in appointments to specific positions or in the annual movement of heads of judicial councils and heads of state governors, given that the President of the Republic is the head of the Supreme Judicial Council.
Regarding the term of office of the Speaker of the National Assembly, it was proposed to limit its duration to 6 years instead of 3 years in order to maintain the connection and continuity of experience and avoid the rupture that results from the midterm change, and to improve the organizational framework for the regular parliamentary session meeting and ensure flexibility for its opening in the month of September and concluding after 10 months.
It was proposed to reorganize the composition of the Supreme Judicial Council and propose to dispense with 3 categories, namely the members chosen by the Speakers of Parliament, the union representation, and the President of the National Council for Human Rights. In return, the membership of the Attorney General of the Supreme Court was included.
For his part, and in his speech on the occasion, Prime Minister Seifi Gharib affirmed that the 2020 Constitution initiated by the President of the Republic is a historic step and a gain for the nation and a major tributary to strengthening the democratic path. He also said that the purpose of the purely technical amendment to the Constitution aims to enhance the precise harmony between constitutional texts and the legislative space, without those technical points affecting the essence of national constants or existing constitutional principles.
Seifi Gharib also expressed his happiness to participate in this important event, which is concerned with presenting and explaining the contents of the technical amendment to the constitution and the organic law for elections, adding that it is a station that embodies the firm will of the state to continue strengthening the democratic path, consolidating the rule of law on solid foundations, and continuously developing the legal system in a way that responds to the aspirations of citizens.
